NTA Operates With Only 24 Permanent Staff, 197 Contractual and Outsourced Workers

The National Testing Agency (NTA), the body responsible for conducting major entrance examinations such as NEET, JEE, and UGC-NET, operates with a strikingly lean permanent workforce. According to data obtained by The Times of India, the NTA has only 24 permanent employees at its headquarters in New Delhi. The remaining 197 personnel are either contractual or outsourced workers.

This staffing structure raises questions about institutional stability and accountability, especially given the agency's critical role in shaping the academic futures of millions of students each year. The NTA was established in 2017 as a specialised body to conduct efficient and transparent examinations, but its reliance on temporary staff has been a point of concern.

Experts note that contractual and outsourced staff may lack the same level of job security and institutional memory as permanent employees, potentially affecting the consistency and reliability of exam administration. Furthermore, the outsourcing model can lead to gaps in oversight and data security, given the sensitive nature of student information handled by the agency.

In response to queries, NTA officials stated that the contractual and outsourced staff are hired through proper channels and are adequately trained. They emphasised that the agency follows government guidelines on staffing. However, critics argue that the imbalance between permanent and temporary staff could undermine the NTA's long-term effectiveness.

This revelation comes at a time when the NTA has faced scrutiny over alleged irregularities in exam conduct. While the agency has denied any wrongdoing, the staffing disparity adds to concerns about its operational capacity. Moving forward, there are calls for the government to increase the number of permanent positions at the NTA to ensure greater stability and accountability.
