Kerala Wakf Board registers 40,000 properties, requests more time for 25,000

Thiruvananthapuram: The Kerala Wakf Board has completed the registration of over 40,000 properties under its jurisdiction and has approached the government seeking additional time to register another 25,000 properties. The board's request comes as part of an ongoing drive to document all Wakf properties in the state, a process that has faced delays due to administrative and logistical challenges.

Wakf properties are assets donated for religious, charitable, or pious purposes under Islamic law. In Kerala, such properties include mosques, cemeteries, educational institutions, and rental buildings. Proper registration is essential for legal clarity, preventing encroachments, and ensuring that the income from these assets is used for intended purposes.

According to board officials, the registration process, which is being carried out under the provisions of the Wakf Act, 1995, has been progressing steadily. So far, the board has verified and registered more than 40,000 properties. However, an estimated 25,000 properties remain pending, many of which are located in remote or disputed areas. The board has cited the need for detailed surveys, verification of ownership documents, and resolution of boundary disputes as reasons for the delay.

The board has formally requested the state government to extend the deadline for completing the registration process. While a specific timeframe has not been disclosed, officials indicate that a few more months may be required to finish the task. The request is currently under consideration by the revenue department, which oversees Wakf matters.

This registration drive is significant for the management of Wakf assets in Kerala. A major challenge in the past has been the lack of accurate records, leading to illegal occupation of Wakf lands and diversion of income. By systematically registering properties, the board aims to establish clear titles and streamline administration. The state government has supported the initiative, recognising the importance of safeguarding these assets for future generations.

Legal experts note that the delay in registration could have ramifications if properties remain undocumented. Unregistered Wakf properties are vulnerable to encroachment and legal challenges. The board's proactive approach in seeking more time, rather than rushing the process, demonstrates an effort to ensure accuracy and fairness.

The issue has also drawn attention to the broader context of Wakf management in India, where similar drives are underway in other states. The Central government has urged all state Wakf boards to complete surveys and computerisation of records. Kerala's progress, while substantial, still faces hurdles due to the state's complex land laws and the scattered nature of properties.

Residents and stakeholders have expressed mixed reactions. Some welcome the board's transparency, while others worry about the prolonged uncertainty over property claims. The board has assured that public notices have been issued in local areas, inviting objections and claims, to ensure due process.

As the state government deliberates on the extension request, the board continues its fieldwork. Officials say they are prioritising properties that are at the highest risk of encroachment. They have also deployed teams using modern surveying equipment and digital records to expedite the process.

Once the registration is complete, the board plans to publish a comprehensive list of all Wakf properties, making the data accessible to the public. This, they believe, will enhance accountability and support development projects funded by Wakf income. The outcome of the extension request is expected in the coming weeks.
