India Slams Defacement of Embassy in Slovenia, Demands Accountability
India on Monday condemned the defacement of its embassy premises in Ljubljana, the capital of Slovenia, allegedly carried out by anti-India elements. The Ministry of External Affairs (MEA) said it has taken up the matter strongly with Slovenian authorities, both in New Delhi and Ljubljana, to ensure that the perpetrators are held accountable.
In an official statement, the MEA said, “We condemn the defacement of the premises of our Embassy in Ljubljana, Slovenia by anti-India elements.” The statement further emphasised that under the Vienna Convention on Diplomatic Relations, diplomatic premises are inviolable and must be protected by the host country at all times.
“We have taken up the matter strongly with Slovenian authorities, both in New Delhi and in Ljubljana, so that the perpetrators behind such reprehensible acts are held accountable,” the MEA said, underscoring the seriousness with which India views the incident.
The MEA also called upon law enforcement authorities in other countries to take note of what it described as “hateful propaganda and disinformation” being spread by such groups. This statement appears to be a broader appeal to nations hosting Indian diplomatic missions, urging them to remain vigilant against activities that threaten the safety and sanctity of diplomatic premises.
While the MEA did not name any specific group, it is learnt that some pro-Khalistani elements may be involved in the incident. Such elements have been identified in the past as being behind protests and vandalism targeting Indian missions abroad, often in countries with significant Sikh diaspora communities.
The Vienna Convention, to which both India and Slovenia are signatories, places an obligation on host states to protect diplomatic missions from intrusion, damage, and impairment of dignity. Failure to do so can result in diplomatic protests and, in severe cases, reciprocal measures. Slovenia, as a member of the European Union and a NATO ally, is generally considered to be a country that respects international law, but this incident has put its authorities under scrutiny over their handling of protests by fringe groups.
India has consistently raised concerns about the activities of pro-Khalistani organisations operating abroad, including in Canada, the United Kingdom, Australia, and parts of Europe. These groups have been accused of using diaspora communities to spread extremist ideology and to organise actions against Indian diplomatic missions. The MEA’s call for law enforcement authorities “elsewhere” to take note is seen as part of a broader diplomatic push to curb such activities globally.
The incident in Ljubljana comes amid heightened diplomatic sensitivities surrounding India’s fight against cross-border terrorism and its efforts to isolate separatist movements. India has repeatedly sought cooperation from foreign governments in dealing with what it terms “misguided elements” who misuse democratic freedoms to propagate hatred and violence.
No injuries have been reported in the incident, and the extent of the defacement is not yet fully known. Indian officials have not disclosed the exact nature of the damage, but sources indicate that the facade of the building was vandalised with graffiti. Clean-up crews were reportedly seen at the embassy premises on Monday.
The Slovenian government has not yet issued a public statement on the matter, but it is expected to respond to India’s formal protest through diplomatic channels. India’s High Commissioner and Ambassador to Slovenia have been instructed to follow up with the Slovenian foreign ministry to ensure that a thorough investigation is conducted and that adequate security measures are put in place for the embassy.
This incident is a reminder of the challenges that Indian diplomatic missions face in foreign countries, particularly from groups that oppose India’s unity and territorial integrity. The MEA’s firm response reflects India’s resolve to protect its diplomats and diplomatic assets, even as it seeks to foster better relations with countries around the world.
