Vice President says Bihar led 'second independence movement' during Emergency
Gaya, July 11 (2026): Vice President C.P. Radhakrishnan on Saturday stated that Bihar played a leading role in what he termed the "second independence movement" during the Emergency period. He made the remarks while addressing the inaugural session of a two-day orientation programme for newly elected Members of the Legislative Assembly (MLAs) in Gayaji district (now officially known as Gaya).
"Bihar had not only played a crucial role in the country's freedom struggle but also led from the front to spearhead the second independence movement during the Emergency," Mr. Radhakrishnan said. The Emergency was imposed under Article 352 of the Constitution and lasted from June 25, 1975 to March 21, 1977, suspending fundamental rights and imposing censorship.
The Vice President recalled his own participation in the Jayaprakash Narayan (JP) movement during the Emergency as a college student, which he said deeply shaped his political journey. He noted that Bihar has produced numerous luminaries, including Rajendra Prasad, Jayaprakash Narayan, and Karpoori Thakur, who dedicated their lives to the upliftment of the poor.
Addressing the legislators, Mr. Radhakrishnan stressed the need for collective work beyond party lines. "Elections are indeed fought on party lines, but when elections are over, it is our responsibility to work collectively for people and development. Ideas may differ on the floor of the House, but the Constitution should serve as our common guide," he said.
The Vice President also emphasised the importance of technology in legislative proceedings. "We all live in a digital age. Even legislators with long years of experience should keep themselves updated with emerging technologies, including artificial intelligence, to strengthen legislative proceedings," he added.
The orientation programme aims to familiarise MLAs with parliamentary procedures, constitutional duties, and best practices in governance. The event is part of ongoing efforts by the state government to enhance the effectiveness of the legislative body.
