Rain, Address Gaps, and Lack of Awareness Slow Voter Roll Revision in Pune

The Election Commission of India is currently conducting a Special Intensive Revision (SIR) of voter rolls across several states, including Maharashtra. In Pune district, over 8,000 Block Level Officers (BLOs) have been deployed to distribute and collect enumeration forms door-to-door. The process is scheduled to be completed by July 29.

However, BLOs report significant challenges. The onset of the monsoon has made movement difficult, especially in rural areas. Many residents lack awareness about the SIR, leading to hesitation in providing information. Additionally, incomplete or vague addresses in the voter lists make it hard to locate households.

Ashish Padale, a BLO in Bibwewadi, described spending 20 minutes per household to collect details such as birth dates and voter ID numbers. He noted that one resident had died, but the family did not have the death certificate immediately. Padale must cover over 950 residents.

A BLO near Swargate said many addresses in his list were vague, with only an area name and a house number, and sometimes no phone number. Another BLO in Kothrud has been assigned over 1,100 voters and is focusing only on pre-mapped ones, fearing the deadline is unreachable.

In rural areas like Junnar and Ambegaon, BLOs face additional hurdles. One BLO, a teacher, said school timings (11 am to 5 pm) leave little time for fieldwork. Another, without a vehicle, relies on her husband's bike for travel and cited rain as a major hindrance.

Despite these difficulties, District Collector Jitendra Dudi expressed confidence that the process will be completed on time. He stated that additional staff have been provided to assist BLOs.

The SIR aims to ensure accurate and up-to-date voter rolls by adding new voters, deleting deceased ones, and correcting errors. Timely completion is critical for upcoming elections.
