KPSC chairman's daughter debarred for false OBC claims: How irregularities unfolded
The Karnataka Public Service Commission (KPSC) has permanently debarred Suma S. Sahukar, daughter of KPSC chairman Shivashankrappa Sahukar, from participating in future examinations after irregularities were found in her selection as Junior Engineer (Civil). The controversy centres on allegations that she falsely claimed reservation benefits under OBC Category 3B.
Suma Sahukar was selected for the post in March 2024. An inquiry revealed that her income certificate was fabricated, stating an annual family income of ₹40,000, while her father, as KPSC chairman, drew a monthly salary of ₹2.25 lakh plus allowances. This placed her in the 'creamy layer' category (annual income above ₹8 lakh), making her ineligible for OBC reservation.
The KPSC invoked Rule 20 of the Karnataka Civil Services (General Recruitment) Rules, 1977, which allows permanent debarment for misconduct including impersonation, submission of fabricated documents, or suppression of material information. The commission also filed a complaint with the Vidhana Soudha police, leading to an FIR against Suma Sahukar.
Governor Thaawarchand Gehlot suspended the KPSC chairman pending inquiry. In a communication, the Governor's office noted that the daughter obtained an income and caste certificate declaring the family's annual income as ₹40,000, and claimed OBC reservation despite the family's income exceeding the prescribed limit. The Governor also highlighted that under a Karnataka government order dated March 30, 2002, children of a Public Service Commission chairperson are not eligible for backward classes quota benefits.
The case has raised questions about oversight in the recruitment process and the use of reservation benefits. The KPSC's action and the subsequent FIR demonstrate adherence to the rules, with further investigation ongoing.
