Karnataka Raises Social Security Pension Income Cap to ₹1.2 Lakh; Over 20 Lakh to Benefit

The Karnataka government has decided to raise the annual income ceiling for the Social Security Pension scheme from ₹32,000 to ₹1.20 lakh. The move is set to benefit over 20 lakh pensioners, including the elderly, widows, and persons with disabilities, who were earlier ineligible due to the low income threshold.

The Social Security Pension scheme is a state-funded programme that provides monthly financial assistance to vulnerable sections of society. Eligibility for the scheme is determined by several criteria, including an annual income ceiling. The previous ceiling of ₹32,000 had been in place for a long time, despite a significant rise in the cost of living. This had resulted in many deserving individuals being excluded from the scheme or losing their pensions if their income marginally exceeded the cap.

The scheme encompasses different categories: old-age pensions for senior citizens, widow pensions for women who have lost their husbands, and disability pensions for persons with a certain degree of disability. Each category has its own age and eligibility conditions, but the income ceiling applies uniformly. Raising it will therefore help people across all these groups.

The decision follows a large-scale verification exercise conducted by the Revenue Department. The government extracted data from the Kutumba software, which flagged 23.14 lakh beneficiaries for closer scrutiny. These cases were then physically verified using the Sanyojane app. As a result of this exercise, pensions of about 18.06 lakh beneficiaries were stopped. According to officials, these individuals were either not found at the addresses they had provided or failed to furnish the required documents, including income validation certificates.

During the same exercise, the government noted that about 23.14 lakh beneficiaries had an annual income in the range of ₹32,000 to ₹1.20 lakh. This finding made it clear that the existing ceiling was outdated and was preventing a large number of genuinely poor families from receiving support.

Deputy Chief Minister G. Parameshwara, who also holds the Revenue portfolio, said the income ceiling had remained unchanged for many years, leaving lakhs of people outside the ambit of the scheme. "By increasing the annual income cap, we have resolved a long-pending issue," he said.

An order issued on Tuesday directs the Revenue Department to continue disbursing pensions to all beneficiaries whose annual income is more than ₹32,000 but less than ₹1.20 lakh. This order effectively safeguards the pensions of those who were at risk of losing their benefits under the old norms.

The enhanced ceiling is expected to bring relief to over 20 lakh beneficiaries across Karnataka. For many widows and elderly persons, this pension is their only source of income, and the government's decision ensures they will not be left without support. Social security pensions play a crucial role in reducing poverty and inequality. For rural households, the monthly pension often covers basic needs such as food and medicine. The government's decision will also lessen the financial burden on families who had to support dependent members without any external aid.

The government has also emphasised that the verification process was necessary to eliminate ineligible beneficiaries and ensure that public funds are used effectively. The use of digital platforms such as Kutumba and Sanyojane reflects the state's commitment to transparent and data-driven administration.

With this revision, the government has acknowledged the need to periodically review welfare criteria to keep them aligned with economic realities. Beneficiaries have been advised to keep their records updated to avoid any future disruption in pension payments.
