Karnataka Chief Minister D K Shivakumar on Sunday warned that his government is prepared to ban all types of pan masala and gutka in the state if reports of intoxicating substances being mixed into these products are confirmed.

Speaking at the 31st Foundation Day celebration of the Rajiv Gandhi University of Health Sciences (RGUHS) and the ‘Drug-Free India Conclave’ at Kanteerava Stadium in Bengaluru, Shivakumar said, “It has come to my attention that intoxicating substances are being mixed into pan masala, gutka, areca nut, and other such products before being sold, engineered to give a drug-like ‘high’. If this is indeed true and is not stopped immediately, the sale of all types of pan masala, gutka, and chewing tobacco products will be banned in Karnataka.”

The chief minister did not provide specific evidence or name any particular brands or manufacturers. He indicated that state authorities are investigating the claims and will take action based on findings.

Pan masala and gutka are already regulated under the Food Safety and Standards Act, 2006, and several states have imposed bans on gutka and chewing tobacco following the Supreme Court’s 2013 order. Karnataka currently permits the sale of pan masala but restricts gutka under the Cigarettes and Other Tobacco Products Act (COTPA) and the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011.

Health experts have long warned about the harmful effects of tobacco and areca nut consumption, linking them to oral cancer, cardiovascular disease, and addiction. The claim that intoxicating substances are being added to enhance psychoactive effects raises new public health concerns.

Shivakumar’s statement comes amid a broader government push for a drug-free India, with the conclave focusing on preventive measures and public awareness. The chief minister urged citizens to report any suspicious activity related to drug abuse and assured that the government would act decisively.

The ban warning has generated debate among traders and consumers. Pan masala sellers expressed concern over potential loss of livelihood, while public health advocates welcomed the move. The government has not announced a timeline for a decision, pending the investigation results.
