Cabinet Approves High Court Bench in Ladakh to Improve Access to Justice

The Union Cabinet has approved the establishment of a High Court Bench in Ladakh, a decision aimed at improving access to justice for residents of the Union Territory, Home Minister Amit Shah announced on Thursday (August 20, 2026). The move is expected to address a long-standing demand for easier and faster access to the higher judiciary in the region.

In a post on social media platform X, Mr. Shah said the Bench of the Jammu and Kashmir High Court would significantly enhance access to justice for people living in remote and geographically challenging areas of Ladakh by reducing the time required to avail legal services. He added that the government remains fully committed to the all-round development of Ladakh and to ensuring constitutional safeguards.

Ladakh Lieutenant Governor Vinai Kumar Saxena welcomed the decision, expressing gratitude to Prime Minister Narendra Modi and the Home Minister. In a post on X, he said the establishment of the High Court Bench not only ensures speedy justice but also reaffirms the government's unwavering commitment to the all-round development of Ladakh and fulfilling the long-standing collective aspirations of its people.

The announcement comes amid ongoing discussions over the political, administrative, and constitutional future of Ladakh. Local stakeholders have been seeking stronger safeguards for land, employment, culture, and political representation. The Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA), which have been jointly leading an agitation for the past five years, submitted a memorandum with their demands to Ladakh Chief Secretary Ashish Kundra during a meeting on Wednesday (August 18, 2026).

KDA co-chairman Asgar Ali Karbalai said the memorandum detailed important and non-negotiable demands, including a proposed legislative and executive setup at the Union Territory level, financial powers, and safeguards for the people of Ladakh. He said the Chief Secretary assured them that their points, along with interim measures, would be submitted to the Ministry of Home Affairs (MHA).

Mr. Karbalai also stressed that there should be no deviation from the minutes of a previous meeting held in May, which had been signed and submitted. He said a formal meeting is expected in Delhi in the first week of September, with the MHA deciding whether it would be held with a Sub-Committee or the High-Powered Committee.

Officials said the establishment of the High Court Bench is expected to significantly reduce the time and cost for residents seeking justice, as they would no longer need to travel to Jammu or Srinagar for many cases. The decision is also seen as a response to the demands raised by local bodies over the years.

The Union Territory of Ladakh was created in 2019 after the abrogation of Article 370 and the bifurcation of the erstwhile state of Jammu and Kashmir. Since then, there have been repeated calls for constitutional safeguards and greater political representation for the region. The approval of the High Court Bench is viewed as a step towards addressing some of these concerns, though stakeholders continue to press for a fuller resolution of their demands.
