Kerala municipality crisis: Rebel Congress councillors' public spat exposes fragile alliance

The political crisis in Kerala's Pala municipality took a fresh turn on Thursday as rebel Congress councillors, who had helped the Left Democratic Front (LDF)-led ruling combine secure control of the civic body, publicly traded accusations over the events that led to the collapse of the United Democratic Front (UDF) administration.

The discord surfaced after councillors Biju Mathews and Tony Thaiparambil issued conflicting statements regarding a decision by the District Congress Committee (DCC) to initiate legal action against those who voted against the party's official stand. The Congress leadership has taken a serious view of the rebellion, which culminated in the ouster of the UDF-backed chairperson Diya Pulikkakandam and the election of Maya Rahul with the support of the LDF.

Mr. Mathews, speaking to the media, blamed DCC president Nattakom Suresh for aggravating the crisis, alleging that Mr. Suresh acted on the instructions of the Independent Collective led by Binu Pulikkakandam, the husband of the deposed chairperson. "The DCC president should not have acted on the directions of the Independent Collective. He should have understood the sentiments of Congress councillors in Pala municipality. Had he done so, Congress councillor Riya Cheerankuzhy would have been the chairperson now," Mr. Mathews said.

Mr. Thaiparambil, however, distanced himself from these remarks. "As someone who loves the Congress and stands with the party, Biju Mathews' statement has caused me a lot of difficulty. As DCC president, Nattakom Suresh was only doing his duty. It is not right to make such statements against him," he said. He added that Mr. Mathews had spoken without the knowledge or consent of the other rebel councillors.

The UDF parliamentary party also strongly objected to Mr. Mathews' remarks. At a meeting chaired by parliamentary party leader Sebastian J. Panakkal, members warned that party workers would not remain silent over what they perceived as an unwarranted attack on the DCC president. The meeting discussed the possibility of disciplinary proceedings against the councillors who defied the party whip.

Meanwhile, the legal battle over the municipality's leadership has intensified. Mr. Panakkal has approached the State Election Commission seeking disqualification of four councillors who voted in favour of the no-confidence motion against Diya Pulikkakandam. In a separate petition, Binu Pulikkakandam has sought the disqualification of newly elected chairperson Maya Rahul, alleging that her election was invalid.

The crisis had been brewing for several weeks. The UDF administration in Pala municipality was functioning with a precarious majority. Tensions escalated when a section of councillors, including those aligned with the Independent Collective, openly demanded a change in leadership. The no-confidence motion, moved earlier this week, received the backing of the rebel Congress councillors, and the UDF was voted out. The subsequent election of Maya Rahul, supported by the LDF, marked a significant political shift in a municipality that had been a UDF stronghold.

The infighting among the rebel group now raises fresh questions about the stability of the new arrangement. The LDF has secured the chairperson's post, but the divisions within the rebel camp could make governance difficult. Political observers note that the situation in Pala reflects a wider trend of intra-party dissent in Kerala's local bodies, where personal rivalries and family equations often intersect with party lines.

The Congress has maintained that the rebel councillors acted against the party's interests and that their disqualification is a matter of due process. The State Election Commission is yet to rule on the petitions. The outcome could determine the fate of the newly elected chairperson and the LDF's hold on the municipality.

For now, the war of words between the rebel councillors has provided a glimpse into the internal dynamics of the Congress in Kottayam district, where factions have often struggled to present a united face. The controversy also underscores the challenges faced by political parties in managing dissent at the grassroots level, particularly when local issues and personal loyalties override party discipline.

The developments in Pala municipality are being closely watched by political parties across Kerala, as they come ahead of the local body elections. The incident has also highlighted the growing assertiveness of local groups such as the Independent Collective, which can hold the balance of power in closely contested civic bodies. How the Congress and the LDF respond to these challenges will shape the political narrative in the region in the coming months.
