UN backs Sri Lanka's streamlined plan for voluntary return of refugees from India

The United Nations on Saturday (August 22, 2026) welcomed Sri Lanka's decision to simplify immigration procedures aimed at expediting the voluntary return of Sri Lankan refugees from India. Many of these refugees left the island nation without valid documents during its decades-long civil war, which ended in 2009.

The Sri Lankan government earlier this month made special arrangements for the initiative, which is designed to streamline the process and facilitate the return of refugees who have been living in the southern Indian State of Tamil Nadu for decades.

Refugees began arriving in Tamil Nadu in large numbers after ethnic violence erupted in Sri Lanka in 1983. The conflict escalated into an armed confrontation between government forces and the Liberation Tigers of Tamil Eelam (LTTE), a separatist militant group that sought a separate Tamil state. The war continued for nearly three decades, displacing thousands of civilians and forcing many to seek safety across the Palk Strait.

According to available data, around 18,000 Sri Lankan refugees returned home between 2002 and 2022. However, approximately 90,000 refugees continue to reside in India. Many of them have spent decades away from Sri Lanka, with children and even grandchildren who have never lived there. Their eventual return involves complex issues such as livelihoods, property ownership, documentation, and long-term legal status.

The new procedures are expected to address some of these challenges by simplifying the immigration process and making it easier for refugees to apply for return. The decision is seen as a positive step by the international community, which has long called for durable solutions for displaced populations.

Marc-Andre Franche, the Resident Coordinator and representative of the UN Secretary-General in Sri Lanka, welcomed the move. In a post on X, he said: "I welcome the Cabinet's decision on procedures for the voluntary return of Sri Lankan refugees — a key step towards a safe & dignified return after years of displacement."

The United Nations High Commissioner for Refugees (UNHCR), through its office in Sri Lanka, will continue to facilitate the return and resettlement of refugees. Franche reaffirmed the UN's commitment to supporting the process, ensuring that returns are voluntary, safe, and dignified.

This development marks an important milestone in the long-running effort to resolve the refugee situation. It also highlights the cooperation between Sri Lanka and India, as well as the role of international organisations in addressing humanitarian challenges. While significant progress has been made over the years, the return of the remaining refugees will require sustained support and monitoring from all stakeholders.
