Meghalaya: Blinkit denied trade licence by tribal council, village body protests

A traditional village council in Shillong, the Dorbar Shnong of Nongrim Hills, has publicly opposed the Khasi Hills Autonomous District Council's (KHADC) decision to deny a trade licence to Blinkit, a quick-commerce company. The dispute highlights tensions between protecting local businesses and offering consumers more choices.

The Dorbar Shnong, a traditional institution of the Khasi tribe, had issued a no-objection certificate to a local businessman partnering with Blinkit. However, the KHADC, led by the Voice of the People Party, refused the licence, citing threats to indigenous traders. The council's Chief Executive Member, Winston Tony Lyngdoh, said Blinkit's business model could harm local shops.

Bantylli Narry, the Rangbah Shnong (elected head) of the Dorbar Shnong, countered the decision on July 4, 2026. He argued that the KHADC was protecting 4,000 shops at the expense of 6 lakh residents, including 2 lakh from marginalised families, who could benefit from home delivery of discounted goods. 'Buying from Blinkit, which offers a 20% discount, is cost-effective. People must have the freedom to choose,' he said.

Mr Narry dismissed concerns that quick-commerce would wipe out local businesses, noting that shops in Shillong's Police Bazar are thriving despite the presence of Amazon and Flipkart. Shillong residents echoed this, emphasising the utility of quick-commerce during emergencies when shops are closed.

Within the KHADC, the decision faces opposition. Leader of the Opposition Titosstarwell Chyne of the United Democratic Party (UDP) argued that the council cannot legally or practically shield local shops by denying residents the right to shop online. The UDP is an ally of the ruling National People's Party in Meghalaya.

The standoff underscores a broader debate in India about regulating quick-commerce platforms while balancing consumer rights and local economic interests.
