Can Gen Z, Gen Alpha teach India to manage its waste? Supreme Court thinks so

The Supreme Court has turned to Generation Z and Generation Alpha to take on a unique responsibility: educating their elders about the mounting problem of solid waste. In an order passed on August 18 and released on Wednesday, a Bench led by Justice S.V.N. Bhatti observed that a population of 1.4 billion cannot expect a small number of sanitary workers to manage the waste generated by all.

The Court noted a widespread attitude in society, describing it as the feeling that “I am entitled to generate but not to cooperate and control the impact of solid waste management at the threshold.” This approach, the Bench said, is neither legally correct nor practically sustainable, and is constitutionally unethical.

The Court warned that continued complacency could lead to pandemic and endemic situations. It pointed out that the volume and complexity of solid waste – including biodegradable, non-biodegradable, hazardous, electronic and construction waste – have far outstripped what any single group of workers can handle. The existing infrastructure, it said, requires a complete audit and upgradation to meet the standards of the Solid Waste Management (SWM) Rules, 2026.

This concern is not new for the Court. On May 25, it had already constituted a committee comprising Union Secretaries from the Ministries of Housing and Urban Affairs; Environment, Forest and Climate Change; Drinking Water and Sanitation (Jal Shakti); Panchayati Raj and Rural Development, along with the Member-Secretary of the Central Pollution Control Board. The committee is tasked with monitoring waste management across the country.

However, the Bench accepted that law alone cannot change civic behaviour. It agreed with Additional Solicitor-General Aishwarya Bhati that every stakeholder must cooperate, and that the true power to implement the SWM Rules lies with householders, local body officials and every direct or indirect contributor of waste.

The Court drew attention to Rule 4 of the SWM Rules, 2026, which places the duty of segregation, safe storage and handing over of waste on the “waste generator” – defined as every individual, household, institution and establishment. The Bench observed that relying indefinitely on state supervision of a constitutionally literate citizenry would defeat the purpose of the Rules.

“Every human being and their activities result in pollution, yet all contributors expect a minuscule percentage of sanitary workers to handle it. This perception shall be eradicated, and it shall be the responsibility of all contributors for waste management,” the Court said.

To achieve this, the Court issued several directions. District Collectors have been asked to engage directly with households and educational institutions. More significantly, the Department of School and Higher Education has been directed to integrate theoretical and practical knowledge about solid waste management into the curriculum. Teachers are to be trained as trainers, and students are expected to pass on this knowledge to their families.

The Court reasoned that “an educated child is the most effective and least coercive instrument for educating a parent or a relative” in implementing solid waste management. It added that students are entrusted with this responsibility because it is for their own future and health.

Legal experts see this as an innovative move that uses the reach of the education system to address an environmental challenge. The order places a significant burden on young students, but it also recognises their potential to bring about behavioural change at the grassroots level. Whether this approach succeeds will depend on how effectively the education system and local authorities implement the directive.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
