Kerala Head Teachers' Forum Challenges Denial of Higher Grade Over K-TET Rule

The Kerala Government Primary School Headmasters’ Association has formally protested against the denial of higher grade to headmasters who do not possess the Kerala Teachers’ Eligibility Test (K-TET) qualification. In a statement, the association argued that the application of the K-TET requirement to higher grade is a misinterpretation of a Supreme Court judgment and a violation of the Kerala Service Rules.

According to the association, the Supreme Court ruling mandates that teachers must obtain TET qualification for promotions from September 1, 2025, and to continue in service after August 2030. The association contends that this ruling applies specifically to promotions, not to the grant of higher grade. Equating higher grade with promotion, they say, distorts the court’s intent and undermines the service rules.

Higher grade, the association explains, is a financial relief provided to an employee who continues in the same post without any change in duties or responsibilities. It is not a promotion. In a promotion, the employee moves to a different post with increased responsibilities and a change in the nature of work. Since the headmasters’ position and duties remain unchanged when receiving a higher grade, requiring K-TET for this benefit is unjustified.

The association has submitted a petition to Minister for General Education N. Samsudheen, urging the government to reconsider the decision and provide a resolution at the earliest. They have also sought clarification on the interpretation of the Supreme Court judgment in the context of higher grade benefits.

This issue arises amid broader debates over teacher eligibility and career progression in Kerala’s public education system. The K-TET is a mandatory qualification for teachers in Kerala, introduced to ensure quality standards as per the Right to Education Act. However, its extension to financial benefits like higher grade has become a point of contention among school headmasters, who argue that the qualification is meant to ensure teaching competence, not to restrict financial entitlements.

The protest highlights the need for clear guidelines on how court rulings and eligibility criteria are applied to different categories of teacher benefits. While the government has not yet responded publicly, the association’s petition is likely to prompt further deliberation on the matter.

The headmasters’ association has stated that the denial of higher grade to long-serving headmasters could lead to discontent and affect morale in primary schools. They have urged the government to promptly address their representation and ensure that the legitimate financial benefits of teachers are not withheld on technical grounds.
