India-US Trade Talks Advance on Market Access, Digital Trade, and Tariff Issues

India and the United States concluded two days of trade negotiations on Wednesday, with officials describing the discussions as a comprehensive review of core elements for a potential bilateral trade agreement. The talks, led by United States Trade Representative Jamieson Greer and Indian Commerce and Industry Minister Piyush Goyal, covered enhanced market access, digital trade, supply chain resilience, reduction of non-tariff barriers, and expanded cooperation in strategic sectors.

The Ministry of Commerce and Industry said the two sides expressed confidence that ongoing negotiations will further deepen economic ties and strengthen the India-US Comprehensive Global Strategic Partnership. Discussions focused on pathways to conclude an interim agreement as an important milestone toward a comprehensive bilateral trade agreement (BTA), with both sides reaffirming their commitment to a balanced and commercially meaningful deal.

Greer also met Finance Minister Nirmala Sitharaman, where they exchanged views on strengthening bilateral trade and economic cooperation, focusing on new opportunities for growth and deeper commercial engagement, according to the Ministry of Finance.

Simultaneously, a seven-member US legislative delegation visiting Maharashtra has begun exploring tech export opportunities in India, an industry source told reporters. The source added that India and the US have agreed in principle to the deal and expect the agreement to be signed within the next 15 days, though this could not be independently verified.

The negotiations come a month before Washington is expected to unveil a new tariff architecture under Section 301 of the US Trade Act, replacing reciprocal tariffs that the US Supreme Court ruled against earlier this year. The US administration has stated that it plans to address trade imbalances through these measures.

Speaking about the discussions, Greer noted that India has a long history in agriculture and manufacturing and is moving forward in technology. 'They want to move forward in AI. They want to cooperate and collaborate with the United States on the technologies of the future and trade of the future. And that's some of the exciting opportunities that we'll have between the United States and India,' he said.

Greer also highlighted the relationship between President Donald Trump and Prime Minister Narendra Modi, describing it as 'amazing' and nurtured over many years. He referenced their meeting at the G7 in Evian, France, where they agreed to take the relationship to the next level, including the trade deal being negotiated.

However, not all observers are optimistic. Ajay Srivastava, former trade officer and founder of the think tank GTRI, cautioned against 'a one-way market-access agreement rather than a balanced trade pact.' He warned that even a signed agreement would offer no protection against future US trade actions, as Washington has repeatedly launched Section 301 investigations and imposed trade restrictions on countries with which it already has trade agreements. In these circumstances, Srivastava suggested that delaying or abandoning a rushed BTA may be more prudent than locking India into unfavorable obligations.

The negotiations reflect ongoing efforts to harmonize trade relations between the two countries, with both sides emphasizing the importance of cooperation in strategic sectors and technology. The outcome of these talks is expected to shape the future of India-US economic partnership.
