The Dravida Munnetra Kazhagam (DMK) has expressed support for the Women's Reservation Bill, 2023, but has pressed the central government for clarity on how the proposed delimitation exercise will affect its implementation. The party's stance underscores the delicate balance between advancing gender representation and protecting regional interests.

The Women's Reservation Bill, passed by Parliament in September 2023, reserves 33% of seats in the Lok Sabha and state legislative assemblies for women. However, the law includes a provision linking its enforcement to the next delimitation exercise, which will be based on the first census after 2026. This has raised concerns in states like Tamil Nadu, where population stabilization has been achieved through successful family planning programmes. DMK fears that a delimitation based solely on population numbers could reduce the number of seats allocated to states that have controlled population growth, potentially diluting their political representation.

In a communiqué to the central government, the DMK reiterated its unequivocal support for the Women's Reservation Bill, calling it a historic step towards gender equality. However, the party demanded that the delimitation process must not penalize states for their progress in population management. It suggested that the government consider alternative criteria for seat allocation, such as using the 2011 census figures or adopting a formula that rewards states for lower population growth.

The DMK's position reflects broader anxieties among southern Indian states, which have often argued that they are underrepresented in Parliament relative to their economic contributions. The issue has the potential to stir regional tensions if not handled with care. The central government has so far maintained that the delimitation will be conducted after the next census and that all states will be consulted.

Political analysts note that the DMK's conditional support is a strategic move to protect its voter base while not being seen as opposing women's empowerment. The party, which is part of the opposition INDIA alliance, has been vocal on issues of federalism and state rights.

The Women's Reservation Bill is expected to be implemented after the 2029 general election, assuming the delimitation process is completed on schedule. The DMK's concerns add a layer of complexity to the timeline, as the government must address these constitutional and political questions to ensure smooth implementation.
