Delhi to Mandate Electric Two-Wheelers by 2028 in Major Push to Cut Pollution
Delhi's new Electric Vehicle (EV) Policy aims to transform the capital's transport sector by mandating a phased shift to electric two-wheelers, three-wheelers, and light commercial vehicles. The policy prioritises pure EVs over strong hybrids and targets electrifying at least 30 per cent of the city's vehicle fleet by March 31, 2030, to combat transport-related air pollution.
Under the policy, no new petrol or CNG two-wheelers will be registered after March 31, 2028, effectively making all new two-wheeler sales electric from April 2028. This move is significant because two-wheelers account for nearly 67 per cent of Delhi's registered vehicles. According to the Commission for Air Quality Management, vehicular emissions contribute about 23 per cent of the city's winter PM2.5 pollution.
The government also plans to install over 30,000 public charging points across the city to support the transition. However, EV adoption remains low, with electric two-wheelers accounting for only 7.5 per cent of new registrations in 2025. The policy aims to accelerate adoption through incentives and infrastructure development.
