Centre Extends Tenures of Cabinet Secretary and Home Secretary by One Year
The Union government on Wednesday (August 5, 2026) extended the tenures of Cabinet Secretary T.V. Somanathan and Union Home Secretary Govind Mohan by one year each, according to official orders from the Personnel Ministry. The Appointments Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi, approved the extensions.
The ACC approved the extension of Mr. Somanathan, a 1987-batch Indian Administrative Service (IAS) officer of the Tamil Nadu cadre, as Cabinet Secretary for a further period of one year beyond August 30, 2026. He was initially appointed to the post for two years in August 2024.
For Mr. Mohan, a 1989-batch IAS officer of the Sikkim cadre, the ACC approved an extension as Union Home Secretary for one year beyond August 22, 2026, that is, up to August 22, 2027. The order said this was done "in relaxation of the provisions of Fundamental Rule (FR) 56 (d) and Rule 16 (1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958."
Mr. Mohan was appointed Home Secretary in 2024 and took charge on August 23, 2024. Prior to this, he served as Culture Secretary. The standard tenure for a Home Secretary is two years.
Fundamental Rule 56(d) pertains to the age of superannuation for government servants, while Rule 16(1A) of the All India Services Rules deals with extension in service for such officers. The relaxation of these provisions enables the officers to continue beyond the usual retirement or tenure limits. The ACC is the competent authority for appointments and extensions to top bureaucratic posts in the Government of India.
The Cabinet Secretary is the senior-most civil servant in the country and heads the civil services. The Home Secretary is the senior-most official in the Ministry of Home Affairs and oversees internal security, law and order, and border management. The extension of their tenures ensures continuity in key administrative roles.
Mr. Somanathan has served in various capacities in the government of Tamil Nadu and at the Centre, including financial and policy-making roles. Mr. Mohan has held several positions in his home state and at the Centre, with experience in cultural affairs and internal security matters. Both officers bring extensive administrative experience to their current positions.
The decisions were communicated through separate orders issued by the Personnel Ministry on Wednesday. Such extensions are granted to retain experienced officers in critical positions, ensuring smooth implementation of government policies and programmes. The orders come into effect immediately, allowing both officers to continue their duties without interruption.
