Andhra Cabinet approves BC quota in local bodies, direct election of mayors

The Andhra Pradesh Cabinet, chaired by Chief Minister N. Chandrababu Naidu, on Tuesday approved 34% reservation for Backward Classes (BCs) in rural local bodies and 33⅓% in urban local bodies. The Cabinet also decided to introduce direct elections for the posts of mayors and chairpersons in urban local bodies.

The reservation decision is aimed at enhancing BC representation in local governance. The Chief Minister clarified that there would be no change in the existing reservations for Scheduled Castes (SCs) and Scheduled Tribes (STs). The Cabinet's decisions are subject to applicable legal provisions.

The provision for reserving seats for BCs in local bodies is rooted in the 73rd and 74th Constitutional Amendments, which mandate reservation for SCs, STs, and women in rural and urban local bodies. Many States have extended reservation to BCs based on demographic surveys and judicial directions. The Andhra Pradesh government's decision follows this pattern.

The Cabinet also underscored the urgency of conducting local body elections. Mr. Naidu cautioned that local bodies stand to lose ₹12,150 crore if the election process is not completed by October. Central funds to local bodies are released through the Finance Commission and are often contingent on the existence of elected bodies. Delays in elections can disrupt the flow of funds and affect development work.

In a related decision, the Cabinet deferred the proposed merger of 23 municipalities, which are facing legal issues, until after the local body elections. This is expected to prevent further complications and ensure a smooth election process.

The shift to direct elections for mayors and chairpersons marks a departure from the existing indirect system, where these office-bearers were chosen by elected councillors. Under the new system, voters will directly elect the heads of municipal corporations, municipalities, and nagar panchayats. This change is intended to give citizens a direct say in choosing their urban local body leadership.

The Cabinet also approved the reorganisation of the existing 13 Zilla Praja Parishads into 28 Zilla Parishads, aligning with the State's district reorganisation. The exercise to constitute the new bodies will be initiated, ensuring that local bodies correspond to the new administrative boundaries.

After completing the Cabinet agenda, Mr. Naidu reviewed several other issues. He directed Ministers and officials to take measures to control prices amid rising inflation. He also asked them to respond effectively to negative comments appearing on social media. On liquor policy, he directed the committee concerned to ensure that liquor brands with objectionable or bizarre names are not approved. He also ordered strict action against illegal transportation of sand in containers.

The Cabinet's decisions come at a critical juncture as the State prepares for local body elections. The government's focus is on completing the electoral process within the stipulated timeframe to avoid financial losses and ensure continuity in local governance.
