First 100 days of TVK government: A test of coalition governance in Tamil Nadu

The completion of 100 days in office by the Tamilaga Vettri Kazhagam (TVK)-led government in Tamil Nadu on August 17, 2026, is more than a mere milestone. It marks the first true coalition Ministry in the State’s history, a significant departure from past single-party or dominant-party governments.

The formation of the government, headed by film actor-turned-politician C. Joseph Vijay, initially raised eyebrows due to a Council of Ministers predominantly consisting of first-time MLAs. However, the smooth constitution of the coalition—without any major hiccups—was itself a creditable achievement. Within about ten days, the Cabinet expansion also proceeded seamlessly. For context, the 141-year-old Congress party took ten days in May to choose its Chief Ministerial nominee for Kerala and two months to expand the Cabinet led by D.K. Shivakumar in Karnataka.

The composition of the Tamil Nadu Cabinet presents an uncommon picture: eight members from Scheduled Castes, four women, as many members from religious minorities, and two from the Brahmin community—a group that had been sidelined in politics since the early 20th century Dravidian movement, which was launched partly against perceived Brahminical hegemony in public life.

Mr. Vijay’s style of functioning differs substantially from his predecessors. On weekdays, he is typically present in his chamber at Fort St. George, the historic Secretariat, from 9 a.m. to 5 p.m. This has had a notable positive effect: a greater number of Secretariat employees now report to work on time. According to a former District Collector of Coimbatore, the responsiveness of field officers to public queries has improved perceptibly across the State.

The emphasis on eliminating corruption appears to be impacting government offices that interact with the common man. A consistent refrain from several citizens is that the practice of seeking bribes is on the decline.

The government has also made efforts to tackle drug abuse and violence against women—issues highlighted by the Opposition, including the TVK, when the DMK was in power from 2021 to 2026. The publication of two White Papers—one covering the entire government machinery and another for State-run power utilities—is a welcome step, as these documents have brought crucial financial data into the public domain.

However, despite Mr. Vijay’s criticism of the previous government for leaving behind “an empty treasury,” some of his announcements raise questions about fiscal prudence. The approval of free electricity for domestic consumers (200 units, subject to bimonthly consumption not exceeding 500 units) and the launch of schemes such as ‘Thaimaman Thanga Mothiram’ (a one-gram gold ring for newborns in government hospitals) and ‘Annan Seer’ (an eight-gram gold coin and a silk sari for every woman beneficiary) are part of electoral promises. Yet, these initiatives carry significant financial implications and potential administrative difficulties.

Similar schemes in the past have faced implementation challenges. For instance, during the AIADMK government from 2011 to 2016, a scheme providing gold for weddings took nearly one and a half years to finalise contracts due to fluctuating gold prices, despite built-in cushions for price hikes.

The TVK-led regime has faced criticism over the timing and financial viability of these populist measures. Nevertheless, the government’s early emphasis on transparency, punctuality, and responsiveness marks a distinct shift in governance style. The true test will be in sustaining these efforts while managing the State’s finances responsibly. As the government settles into its tenure, the balance between electoral promises and fiscal discipline will be crucial for its long-term credibility.
