The legislation introduces stricter penalties for individuals and groups involved in organised paper leaks, which have disrupted examinations and affected millions of students across India.
The government had prioritised education sector reforms, acknowledging that widespread malpractices had undermined the credibility of competitive exams. The new law aims to deter such activities by imposing severe punishments, including longer prison terms and higher fines. While the Bill was widely supported, some opposition MPs raised concerns about potential misuse and the need for safeguards to protect innocent students. However, the government maintained that the law targets only those who orchestrate leaks, not genuine candidates.
