Tamil Nadu: TNMSC to handle assistive device procurement for disabled persons

For the first time, the Tamil Nadu Medical Services Corporation (TNMSC) has been tasked with procuring assistive devices and mobility aids for the Welfare of Differently Abled Persons Department. The move marks a shift from the department’s previous practice of managing procurement directly. Nearly 15 tenders have been floated by the TNMSC following the department’s request.

The TNMSC was originally established to ensure the availability of essential drugs and medical supplies in all government hospitals across the State, through a streamlined process of procurement, storage and distribution. According to official documents, including the Health Department’s policy note, it also procures medicines for veterinary healthcare institutions under the Department of Animal Husbandry.

Officials confirmed that this is the first time the TNMSC has been asked to procure assistive devices. The items include battery-operated wheelchairs, sewing machines, tricycles, hearing aids, reflective folding sticks, modular reading devices, electronic Braille readers, standing frames, corner seats, artificial limbs, metal and plastic calipers, magnifiers, goggles, Braille watches, axillary crutches, elbow crutches, walking devices, augmentative and alternative communication system software with tablets and smartphones, and retrofitted petrol scooters. Specially designed retrofitted scooters for persons with spinal cord injuries are also included.

The TNMSC’s Memorandum of Association and Articles of Association permit it to procure assistive devices, officials said. Previously, the Welfare of Differently Abled Persons Department called for such tenders directly. An official explained that the decision was informed by the TNMSC’s technical expertise in handling complex procurements. “These devices should be procured depending on the condition of individuals, such as those with spinal cord injuries. This is based on their request, and the TNMSC has the capability and technical expertise and is allowed to make procurements for all requesting directorates,” the official said. They added that TNMSC’s procurements typically include warranty and maintenance support, which may have been another reason for the department to delegate the task.

However, the decision has drawn criticism. Earlier, the State government had entrusted TNMSC with procuring one-gram gold rings under the ‘Thaimaman Thanga Mothiram Thittam’ for babies born at government hospitals, a move that was widely criticised for diluting the corporation’s core purpose. Some government doctors have expressed concern that additional responsibilities could strain the TNMSC’s capacity. “There are already delays in procuring essential and life-saving equipment due to administrative reasons. Taking on additional responsibilities will only affect its routine work,” said a senior doctor. Another doctor warned that this could compromise the TNMSC’s functioning, affecting quality of service and, in turn, patient care in the long run.

The TNMSC’s expanded role raises questions about the balance between specialisation and broader utility. While the corporation’s expertise in procurement is well established, the long-term impact on its primary mandate remains to be seen. The Welfare of Differently Abled Persons Department has not yet commented on the specific timeline for delivery of the devices.
