Tamil Nadu launches presence-less property registration: All you need to know

The Tamil Nadu government has introduced a 'Presence-less Registration' system for property transactions, allowing parties to register documents online without visiting a Sub-Registrar office. This initiative is part of the state's efforts to simplify the registration process, reduce corruption, and eliminate intermediaries.

The Registration Department is upgrading to STAR (Simplified and Transparent Administration of Registration) 3.0, which will replace the current STAR 2.0 system. The new system aims to provide next-generation computerised services using the latest technologies.

The digital push is intended to improve transparency and accountability in Sub-Registrar offices. It is also expected to reduce transport costs for applicants and alleviate overcrowding, particularly on auspicious days when registrations are typically higher.

In the first phase, online registration will be mandatory for the first sale of plots by developers, the first sale of apartments by builders, and related deposit of title deeds. The key stakeholders include flat and plot promoters, bankers, and financial institutions.

To use the system, stakeholders must create an account on the Registration Department's portal (https://tnreginet.gov.in/portal/) and upload required documents. The process involves Aadhaar-based verification of executants, claimants, and witnesses through fingerprint or iris authentication using the Unique Identification Authority of India (UIDAI) system. Internet connectivity, a UIDAI-approved L1 fingerprint scanner, an iris scanner, and a webcam are required.

Once documents are uploaded and authentication is completed, officials scrutinise the documents. After the Sub-Registrar approves the registration, the digitally-signed document can be downloaded from the portal and will also be sent to the registered email and mobile number. If a query arises, the applicant has 30 days to respond online before the registration is processed.

The Registration Department has been conducting capacity-building programmes for stakeholders, including bankers, NBFCs, document writers, advocates, and CREDAI representatives. It also plans to introduce a toll-free number for grievance redressal. The new system will be rolled out on August 17, 2026.
