Chief Minister C. Joseph Vijay's remarks on delimitation at the 31st Southern Zonal Council meeting in Mamallapuram on Thursday sparked a political row, with opposition parties accusing him of departing from the Tamil Nadu Assembly's previously adopted resolution.

In his address at the meeting chaired by Union Home Minister Amit Shah, Mr. Vijay urged the Union government to provide a clear legislative assurance that no state would suffer a reduction in its percentage of representation in Parliament because of its success in population stabilisation. He said such an approach would uphold the principles of equity, preserve the federal balance envisioned by the Constitution, and reinforce the confidence of all states in democratic institutions.

The remarks came weeks after the Tamil Nadu Assembly had unanimously adopted a resolution on August 12, calling for a freeze on the number of Lok Sabha seats at 543. The resolution also sought to make permanent the existing number of seats allocated to each state, thereby maintaining the current proportional distribution among states.

The DMK, the main opposition party, was quick to question Mr. Vijay's stance. DMK MP Dayanidhi Maran asked whether the Chief Minister had switched allegiance to the BJP alliance or had developed cold feet in the presence of the Union Home Minister. Referring to Congress leader Rahul Gandhi's description of those who support the delimitation process as 'Ettappans' (betrayers), Mr. Maran asked, "Is Chief Minister Vijay an Ettappan?" He reiterated that the DMK and its leader M.K. Stalin remained consistent in their stand that Tamil Nadu should not suffer in the delimitation exercise.

AMMK leader T.T.V. Dhinakaran also questioned Mr. Vijay on his position. On social media, users wondered whether the TVK had shifted from a 'No delimitation' stance to 'Fair delimitation' within a week.

Amid the confusion, Tamil Nadu Law Minister C.T.R. Nirmalkumar clarified that there was no change in the state government's stand on delimitation. "Freeze 543 & 39 for TN," he posted on X, referring to the demand to retain the existing 543 Lok Sabha seats and Tamil Nadu's current allocation of 39 seats.

Delimitation refers to the redrawing of Lok Sabha and state assembly constituency boundaries. If conducted based on population, it could reduce the number of seats for southern states like Tamil Nadu that have achieved lower population growth, while increasing representation for northern states with higher growth. This has been a long-standing concern for Tamil Nadu, which has consistently demanded a freeze on the current seat allocation to protect its political weight.

The Chief Minister's address, while emphasising equity and federal balance, did not explicitly reiterate the Assembly's freeze demand. His phrasing suggested a flexible approach, which opposition parties interpreted as a dilution of the state's position. The clarification from the Law Minister sought to reassure that the government's official stance remains unchanged.

The controversy underscores the sensitivity of the delimitation issue in southern India, where leaders fear that population-based redrawal would penalise states that successfully implemented family planning programmes. The Centre has not yet announced a timeline for the exercise, but the political debate is likely to intensify ahead of the 2026 census and subsequent delimitation.
