Tamil Nadu Budget: TVK-led government announces India's first AI city 'Arivagam', ₹35,062 crore MoUs
On Wednesday, Tamil Nadu Finance Minister N. Marie Wilson presented the Revised Budget for 2026-27 in the State Assembly, outlining a series of major industrial initiatives. The most significant announcement was the establishment of India's first dedicated artificial intelligence (AI) and innovation city, named 'Arivagam'. The Minister said the project will focus on AI and deep-tech development, and will be a cornerstone of the state's future growth strategy.
Since the Tamilaga Vettri Kazhagam (TVK)-led government assumed office, it has signed seven memoranda of understanding (MoUs) worth ₹35,062 crore, with the potential to create 14,790 direct and indirect employment opportunities, Mr. Wilson said. He added that these investments reflect the confidence of industry in the state's business environment and would give a strong push to industrial growth.
The proposed AI city 'Arivagam' will be developed with facilities including an AI university, an international skill development centre, a semiconductor hardware testing lab, multi-domain innovation incubators, and modern residential infrastructure. A feasibility study for the project will be undertaken at an estimated cost of ₹5 crore. This initiative is expected to attract talent and investment from across the country and abroad.
To encourage large-scale investments and accelerate industrial growth, the government plans to establish more Multi-Modal Logistics Parks (MMLPs) and dry ports at strategic locations. It will also work on setting up petrochemical and ancillary industries and explore the possibility of constructing new ports in Tamil Nadu. These steps are aimed at improving logistics and connectivity, which are critical for manufacturing and trade.
In the space technology sector, the districts of Thoothukudi and Tirunelveli will be declared a 'Space Industrial Investment Zone', capitalising on the strategic significance of the spaceport at Kulasekarapattinam. In collaboration with IN-SPACe, the state government will establish an advanced 'Space Vehicle Common Technical Facility' to provide infrastructure and technological support to private enterprises, startups, and research organisations. This is expected to strengthen the state's role in India's growing space economy.
A new Tamil Nadu Industrial Policy will be released to strengthen the state's industrial and economic growth. The policy aims to foster innovation and technology-driven growth, support emerging industry sectors, drive sustainable development, and promote exports. Additionally, the government will create the Tamil Nadu Industrial Capability Directory, a comprehensive digital platform listing the state's manufacturing and supply capabilities. This directory is intended to help investors identify opportunities and partners.
To enhance Tamil Nadu's competitiveness, an AI-powered investment service system called 'Guidance 3.0' will be introduced, making all requisite information, clearances, and services available to investors on a single platform. As part of this, the 'Tamil Nadu Single Window Portal 3.0' will be upgraded to enable all statutory approvals, clearances, and no-objection certificates for establishing industries and investment projects to be obtained through a unified interface. A 'Non-Resident Tamil Investment Facilitation Desk' will also be established within Guidance to facilitate and promote investment by the global Tamil diaspora. These measures are designed to improve ease of doing business in the state.
For balanced and equitable industrial development across all regions, SIPCOT will establish new industrial parks in industrially backward districts, based on district-specific industrial development plans and sectoral strengths. These parks, to be developed with state-of-the-art infrastructure, are estimated to cost approximately ₹3,200 crore over the next five years. The initiative aims to ensure that the benefits of industrial growth reach all parts of Tamil Nadu.
The Industries, Investment Promotion and Commerce Department has been allocated ₹4,414 crore in the Budget. The Minister said the government is committed to making Tamil Nadu a hub for innovation, investment, and future technologies. He expressed confidence that these initiatives would create a robust ecosystem for industry and entrepreneurship in the state.
