Tamil Nadu Budget: ₹2,117-Crore Urban Mission to Reshape Cities by 2031
The Tamil Nadu government, led by the Tamilaga Vettri Kazhagam (TVK), has unveiled a ₹2,117-crore 'Chief Minister's Integrated Urban Development Mission' as part of its 2026-27 Budget. The multi-sectoral initiative aims to overhaul urban infrastructure, public health, and e-governance across the state's cities by 2031.
In the revised Budget estimates presented for 2026-27, the Municipal Administration and Water Supply (MAWS) Department has been allocated ₹29,863 crore, up from ₹28,227 crore in the Interim Budget presented by the previous DMK-led government in February. The increase reflects the new government's focus on urban development, including river rejuvenation, road improvements, and water supply infrastructure.
The Mission consolidates several urban development components under a single umbrella: civic infrastructure, water supply, underground sewerage, solid waste management, city roads, urban transport, green spaces, waterbody protection, social infrastructure, safety of women and children, AI-driven e-governance, and a dedicated Urban Public Health Improvement Mission. According to the Budget document, “By 2031, this Mission will reshape the urban landscape, character, and functioning of Tamil Nadu's cities, positioning the State as a national role model in urban governance.”
The Budget also highlighted the Intelligent Transport System (ITS) for Greater Chennai Corporation, which serves 91 lakh residents. Implemented in collaboration with the Greater Chennai Traffic Police and Metropolitan Transport Corporation, the ITS is in its final stage and aims to improve urban mobility through smart traffic management and real-time data.
Additionally, the government announced a comprehensive street redesign and urban mobility project focusing on pedestrian infrastructure, accessibility, and urban design. This includes smart parking management at 20 locations and restructuring of roads in the Ambattur and Guindy Industrial Estates. The plan also envisions greening footpaths along major routes and residential zones, creating people-centric public spaces, and developing modern thoroughfares in all municipal corporations with dedicated pedestrian pathways, cycling lanes, improved junctions, safe school access networks, and LED street lighting.
The mission is designed to address gaps in urban infrastructure and deliver a better quality of life for citizens in urban local bodies. With a clear timeline to 2031, the government aims to set a national benchmark in urban governance and sustainable city development.
