Tamil Nadu Budget 2026: Gold coins for brides, homes for senior citizens and trans persons
The Tamil Nadu government on Wednesday presented its revised budget for the financial year 2026-27 in the Legislative Assembly, with Finance Minister Marie Wilson announcing a series of welfare measures aimed at women, senior citizens, children, and the transgender community. The proposals, part of the ruling Tamilaga Vettri Kazhagam's (TVK) electoral agenda, are expected to have a wide-reaching impact on the State's social welfare framework.
A key announcement was the 'Annan Seer' (Elder Brother's Gift) scheme, under which eligible women will receive an eight-gram (one-sovereign) gold coin and a silk saree on their wedding day. The government has earmarked ₹812 crore in the Revised Budget Estimates for this programme. The scheme was a prominent promise during the TVK's election campaign, and its inclusion in the budget marks a move toward fulfilling that commitment.
In his address, Mr. Wilson reiterated the State government's commitment to transforming Tamil Nadu into an elder-friendly State by ensuring a life of dignity, graceful ageing, and comprehensive social security for senior citizens. As part of this vision, integrated homes for senior citizens will be established across all districts. These homes will be equipped with qualified caregivers, medical personnel, and recreational facilities, providing a safe and supportive environment for the elderly. In the first year, 12 such homes will be set up in 12 districts, each accommodating 40 beneficiaries, with an allocation of ₹6.6 crore. The government intends to expand this network to all districts in a phased manner.
Additionally, senior citizens' recreation centres will be established in five districts during the initial phase. These centres will feature libraries, yoga and meditation facilities, and indoor sports amenities, promoting active and healthy ageing. The selection of districts will be based on the population of senior citizens, ensuring that the facilities are first made available in areas with the highest need.
The budget also focuses on the well-being of young children. The government will construct 500 Anganwadi centres during the current financial year, with a focus on providing essential basic amenities such as safe drinking water, toilets, and electricity. The initiative aims to ensure that the Anganwadi centres, which children attend daily, provide quality early childhood care and a safe and healthy environment. This is part of a broader effort to strengthen the State's early childhood care infrastructure.
For the transgender community, the Minister announced a comprehensive plan for socio-economic empowerment. Skill training will be provided in various income-generating trades through the Tamil Nadu Skill Development Corporation, enabling trans persons to acquire market-relevant skills. Along with this, subsidy-linked bank credit facilities will be extended to help them establish enterprises and secure sustainable livelihoods. The Minister also said that trans persons will be assisted in availing bank loans for self-employment, with a subsidy of up to ₹50,000.
To address housing and support needs, the government will establish 'Aran' shelter homes in five districts. These homes will offer safe accommodation, food, counselling, and rehabilitation support to transgender persons who are facing social and family-related challenges. In recognition of the needs of trans persons who travel to other cities for education, employment, medical treatment, examinations, or training programmes, short-stay homes will be established in 15 districts.
The Social Welfare and Women's Empowerment Department has been allocated ₹9,818 crore in the revised budget. These announcements underscore the government's focus on inclusive welfare, with the measures expected to be implemented progressively in the coming months. Further details regarding the implementation and eligibility criteria are likely to be announced by the respective departments.
