Railway Ministry Reiterates Bedroll Kit Rule for RAC Passengers After Persistent Complaints

The Railway Ministry has once again directed all zones to provide bedroll kits to passengers travelling on Reservation Against Cancellation (RAC) status in air-conditioned coaches, following continued complaints about non-compliance. The directive, issued through a letter dated August 4, reiterates earlier instructions from the Railway Board.

Under the RAC system, two passengers are accommodated on a single berth, with one full berth allocated to each pair. This arrangement is common on long-distance trains when waitlisted tickets are converted to RAC, allowing passengers to board with a guaranteed (though shared) seat or berth.

The ministry acknowledged that complaints regarding the non-provision or inadequate provision of bedroll kits to RAC passengers are still being received through various channels, including passenger feedback systems and social media. The letter states: “In view of the above, it is reiterated that the Railway Board's instructions must be strictly followed to ensure that every RAC passenger travelling in AC coaches (except AC Chair Car) is provided with a complete bedroll kit at par with other bona fide passengers travelling in the coach.”

Bedroll kits typically include two sheets, a blanket, a pillow, and a pillow cover. While these are standard for overnight AC travel, passengers on RAC status have often reported being denied these essentials, despite paying for them as part of their fare. The issue has been raised repeatedly across multiple railway zones, prompting the ministry to issue fresh reminders.

The Railway Board's original instructions on the matter have been in place for several years, but enforcement has been inconsistent. This latest letter serves as a stern reminder to zonal railways and train crews to adhere strictly to the rule, ensuring that RAC passengers are not treated as second-class citizens in terms of onboard amenities.

For passengers, this reiteration is a reassurance of their entitlement. RAC ticket holders in AC 3-tier, AC 2-tier, and First AC coaches are entitled to bedrolls just like passengers with confirmed berths. However, the enforcement remains a challenge, and passengers are advised to approach the train conductor or the railway complaint helpline if they face any shortfall.

The move comes amid broader efforts by Indian Railways to improve passenger amenities and address grievances. While public attention often focuses on punctuality and safety, consistent provision of basic comforts like bedrolls is a critical aspect of service quality. The ministry's latest directive signals that it is listening to passenger feedback and is willing to hold zones accountable for lapses.

As rail travel continues to be a lifeline for millions, ensuring that every passenger, regardless of booking status, receives the amenities they have paid for is essential.
