Owaisi pushes for Permanent Residence Certificates to ease voter inclusion in Telangana
Hyderabad MP Asaduddin Owaisi on Friday met Chief Secretary Sanjay Jaju to renew his demand that the Telangana government issue Permanent Residence Certificates (PRCs) or Family Register Certificates to electors during the ongoing Special Intensive Revision (SIR) of electoral rolls.
Owaisi argued that such certificates would help genuine voters, especially the poor, get their names included in the final electoral rolls without unnecessary hardship. He raised the issue alongside Congress leader Faheem Qureshi.
In a post on social media platform X, the AIMIM president said the certificates could be issued under Article 162 of the Constitution if the government chose to do so. He urged Chief Minister A. Revanth Reddy to accept the suggestion, stating it would spare poor electors inconvenience.
Drawing a comparison with Karnataka, Owaisi noted that the neighbouring state issues PRC certificates through a government order under the Karnataka Sakala Services Act, 2011. He argued that Telangana already possesses several databases—including the Samagra Kutumba Survey, the Socio-Economic and Caste Surveys of 2024 and 2025, records under the Bhu Bharati Act 2025, food security card data, municipal tax records, and school and board records—that could be used to issue PRCs efficiently.
