Odisha to Halt Hydropower Generation if Critical Water Levels Not Met
In a significant move prioritising drinking water and irrigation over power production, the Odisha government has directed authorities to suspend hydropower generation if reservoir water levels drop below a critical threshold. The decision comes despite the State receiving nearly 96% excess rainfall in July, indicating the administration's cautious approach to water security.
A letter issued on Tuesday (August 4) by the Water Resource Department instructs the Engineer-in-Chief (EIC) to ensure that power generation is completely stopped without waiting for further clearances if water levels fall below the baseline required for essential needs. The directive follows a high-level meeting in the second week of July, where Chief Minister Mohan Charan Majhi emphasised that reserving sufficient water for drinking and irrigation was of paramount importance.
The letter states: “If water levels drop below the critical baseline required for irrigation and drinking purposes, ensure that power generation is completely suspended without waiting for further clearances.” This procedural flexibility is intended to avoid delays in situations where immediate action is necessary to safeguard water supplies.
The government's decision is influenced by the prevailing El Niño phenomenon, which has historically led to below-normal monsoon rainfall and reduced water storage. Although Odisha received adequate rainfall in July, officials are wary of potential dry spells in the coming months. The EIC has been tasked with round-the-clock monitoring of all power-generating reservoirs, maintaining detailed daily logs of live storage levels, inflows, and projected depletion rates to ensure timely interventions.
Odisha has an installed hydropower capacity of 2,099.5 MW. In the post-summer period, the Odisha Hydro Power Corporation (OHPC) has already reduced generation levels as a precaution, with stations running at less than 30% of their installed capacity. This proactive measure aims to conserve water while maintaining essential power output.
The decision reflects a broader policy shift towards prioritising basic human needs over energy generation, especially in a State where agriculture is a primary livelihood. By setting a clear hierarchy—drinking water first, irrigation second, and power generation third—the government aims to mitigate the risks of water scarcity. However, the move could impact the State's power availability, particularly during peak demand seasons, and may necessitate alternative arrangements to meet electricity needs.
Experts have welcomed the decision as a prudent, long-term strategy for sustainable water management. They note that hydropower, while renewable, must be balanced with ecological and societal requirements. The directive also underscores the need for robust data collection and real-time monitoring to make informed decisions in a changing climate.
