The Maharashtra government has taken the first step toward building India's first offshore airport, ordering a detailed project report (DPR) for the proposed facility off the state's western coast. Chief Minister Devendra Fadnavis has also directed officials to examine extending the Uttan-Virar Sea Link to provide direct connectivity to the site.

An offshore airport is constructed on reclaimed land or artificial islands in the sea, a model adopted by countries such as Japan, Hong Kong, and South Korea to overcome land constraints while creating large aviation hubs. This project, if completed, would mark a significant milestone in India's aviation and infrastructure ambitions.

For Maharashtra, the airport is part of a larger infrastructure push that includes the proposed Vadhavan Port, high-speed rail, and new road links. Together, these projects could reshape the economic landscape of the Mumbai Metropolitan Region (MMR), unlock investments in Palghar, and create a new growth corridor north of Mumbai.

The proposed airport, near Kore Beach in Palghar district, is designed to handle around 90 million passengers annually. It is planned alongside the Vadhavan Port, which is projected to generate around 10 lakh jobs across logistics, shipping, freight, and related industries. That workforce will require housing, offices, retail, and supporting infrastructure.

Three major public agencies have independently backed the same growth corridor within the past two years, according to Shravan Nawany, Director of Nawany Group. CIDCO invited bids for industrial land linked to the Vadhavan Port project, MMRDA has been appointed Special Planning Authority for 446 villages in Palghar and Raigad, and the state government initiated the airport's DPR while proposing a sea-link connection. Nawany noted that these decisions reinforce the region's investment case independently.

Developers have long anticipated infrastructure development in the area. 'The question was never whether. It was when, and at what scale,' Nawany said, adding that the window for property markets to price in future infrastructure often opens between a DPR announcement and project completion.

Airport-led development is not new for Mumbai. The Navi Mumbai International Airport saw surrounding locations such as Ulwe, Panvel, and Kharghar witness sharp appreciation before commercial flights began. However, the offshore airport's success will depend on timely execution and integration with other projects.

The government has not released a timeline for the airport's construction or operation. The DPR will assess technical feasibility, environmental impact, and cost estimates before any further decisions are made.
