Between June 20 and June 25, 2023, the Kerala government administration issued two warnings to Dilip Buildcon, the contractor of the Anakkampoyil-Kalladi-Meppadi tunnel project in Wayanad, directing the removal of piled-up soil from the tunnelling site. The warnings were ignored, and work continued until a collapse on June 29 killed three people and left several injured, with five still missing.

The first warning came from Wayanad District Collector Meghashree D R, who wrote a letter on June 20 ordering a temporary halt to work until the soil was cleared. The second warning followed five days later, reiterating the same directive. However, according to Kerala's Environment Minister Sunny Joseph, the construction company proceeded with tunnelling despite the orders.

Speaking to The Indian Express shortly after the tragedy, Minister Joseph stated, 'This is a man-made disaster because the warning was ignored. We are seriously looking into the lapses that put lives in danger.' The minister's comments underscore allegations of negligence on the part of the contractor and potentially the state's oversight mechanisms.

The twin tunnel project, part of a road development initiative in the hilly district, has been under scrutiny since the collapse. Rescue operations are ongoing, with teams working to locate the five missing individuals. The incident has reignited debates over safety protocols in infrastructure projects across the state.

The Kerala government has announced an investigation into the lapses. Meanwhile, Dilip Buildcon has not yet issued a public response to the allegations. The tragedy highlights the consequences of disregarding official warnings, particularly in geologically sensitive areas like Wayanad, which has a history of landslides and soil instability.
