Karnataka to Cancel Land Grants Violating Terms, Says Minister

The Karnataka government has directed Deputy Commissioners to identify and submit proposals for cancelling land grants or leases where the stipulated conditions have been violated, Deputy Chief Minister and Revenue Minister G. Parameshwar informed the Legislative Council on Wednesday.

The decision comes in response to a question raised by Congress member K. Shivakumar, who sought details about the extent of government land and the action being taken against violations. The Minister stated that the total extent of government land in the State, excluding forest and agricultural land, stands at approximately 32.51 lakh acres.

According to Mr. Parameshwar, violations include the use of land for purposes other than those for which it was allotted, failure to renew leases after the expiry of their term, subletting of land without authorisation, and non-payment of lease amounts. These irregularities have been observed across various categories of land grants, he added.

In a written reply, the Minister said that Deputy Commissioners have been asked to examine all land grant cases and identify instances where conditions have been breached. Once the review is complete, proposals for cancellation will be submitted to the government for final action. This move is aimed at ensuring that public land is utilised strictly in accordance with the terms of allotment and that any misuse is promptly corrected.

The announcement underscores the government's commitment to transparency and accountability in land administration. Land grants in Karnataka are typically made for specific purposes, such as agriculture, housing, or industrial use, and come with conditions to prevent speculative holding or unauthorised transfer. The cancellation process is expected to act as a deterrent against future violations and help recover land that has been diverted from its intended use.

The Minister's reply also highlighted the importance of regular monitoring and periodic renewal of leases to prevent the accumulation of dues. Non-payment of lease amounts has been a persistent issue, and the government has now moved to address it through a systematic review rather than ad-hoc action.

Further details regarding the number of cases under scrutiny or the timeline for completing the exercise were not immediately available. However, officials in the Revenue Department have indicated that the process will be carried out in a phased manner, with priority given to cases involving large tracts of land or significant violations.

The development has drawn attention to the broader issue of land governance in the State. Karnataka has a substantial amount of government land, and its proper management is crucial for development projects, social welfare schemes, and revenue generation. By enforcing the conditions attached to grants and leases, the government aims to ensure that this land serves the public interest.

Critics have often pointed to loopholes in the system that allow beneficiaries to exploit land grants. The current directive is seen as a step towards closing those loopholes and sending a clear message that violations will not be tolerated. However, the success of the initiative will depend on the thoroughness of the Deputy Commissioners' review and the speed with which cancellation orders are implemented.

As the process unfolds, stakeholders, including farmers, industrialists, and housing societies, will be watching closely to see how the rules are applied. The government has assured that all cancellations will be carried out in accordance with due process, giving affected parties an opportunity to present their case before any action is taken.
