Karnataka Lokayukta Initiates Suo Motu Case Against Officials Over Flood Negligence

The Karnataka Lokayukta has ordered the registration of a suo motu case against officials for alleged negligence and dereliction of duty in handling flood rehabilitation in Belagavi district.

Deputy Superintendent of Police B.S. Patil of the Lokayukta submitted a preliminary report detailing damage caused by rainwater intrusion into homes in Bailahongal town following excessive rainfall.

The report states that while no loss of life occurred, the floods caused extensive property damage. Bailahongal received 97.04 mm of rainfall against the normal 54 mm. Areas including Havaldara Galli, Channamma Samadhi Road, and Maruti Galli suffered damage.

On June 8, resident Ishwar Shilledar protested against municipal officials by holding an electric pole in floodwaters, alleging mismanagement. Media coverage showed vehicles and items being washed away.

Similarly, in Savadatti town, water entered 15–20 houses in several localities on June 8, damaging grain and clothing. Rainwater also entered the historic Yellamma temple.

The Lokayukta report noted that losses could have been avoided if officials had taken necessary precautions. It advised immediate steps to prevent further damage.

Officers have been directed to appear before the Upa Lokayukta on July 27 with objections and supporting documents. The respondents include the Sub-Divisional Officer of Bailahongal, Tehsildar, Executive Officer of Taluk Panchayat, Municipal Commissioners, Revenue Inspector, and Village Administrative Officer. The Belagavi Deputy Commissioner and other officers have been copied on the order.
