Jharkhand tables ₹8,399 crore supplementary budget amid Opposition protest

The Jharkhand government on Friday (August 7, 2026) tabled a supplementary budget of ₹8,399 crore in the State Assembly for the current 2026-27 fiscal year. The move came amid protests by Opposition members over alleged irregularities in recruitment examinations in the State.

Finance Minister Radhakrishna Kishore presented the first supplementary budget for this financial year. The additional allocation is intended to meet emerging expenditure requirements not covered in the annual budget presented earlier.

In February this year, Mr. Kishore had presented the annual budget of ₹1.58 lakh crore for the 2026-27 financial year in the State Assembly. The supplementary budget now adds to that total, bringing the revised expenditure estimate for the year to over ₹1.66 lakh crore.

The Assembly’s Monsoon session began on Thursday (August 6, 2026) and is scheduled to conclude on August 12. According to Assembly Speaker Rabindra Nath, the session will have five working days. The debate on the supplementary demands is scheduled to be held on August 10.

The Opposition’s protest centered on allegations of irregularities in recruitment examinations conducted in the State. Members from opposition parties raised slogans and demanded a thorough inquiry into the matter. The government, however, proceeded with the tabling of the supplementary budget, which is a routine legislative procedure to seek parliamentary approval for additional spending.

Supplementary budgets are typically presented when the original budget provision is found insufficient for certain schemes or when new expenditure items arise during the financial year. The current supplementary includes allocations for various departments and welfare programs, though the detailed break-up was not immediately available.

The State government has said that the additional funds are necessary to ensure the smooth implementation of ongoing development projects and welfare schemes. The debate on August 10 will allow legislators to scrutinise the demands and seek clarifications before they are put to vote.

Political analysts note that the supplementary budget, while technically a routine exercise, has become a point of contention given the charged atmosphere surrounding the recruitment issue. The opposition has vowed to continue pressing its demands for a transparent investigation.

The government, for its part, has maintained that all recruitment processes followed due procedure and that any specific allegations would be examined as per law. The upcoming debate is expected to see sharp exchanges between the treasury and opposition benches.

Observers say the monsoon session, though short, is crucial for clearing the supplementary demands before the next financial cycle. The Assembly is also expected to take up other legislative business during the five working days.
