The Indian passport is a 'travel document' and should not be considered a 'citizenship document', a senior official from the Ministry of External Affairs (MEA) clarified on Wednesday. The statement came in response to a query about using passports to challenge exclusion from voter lists during the ongoing special revision of electoral rolls in 16 states.

'Passport is a travel document, not a document of citizenship,' the official said. 'While travelling abroad, passport attests to your nationality, yet it is not a document of your citizenship.' This distinction, the official noted, separates the passport from other identity documents such as Aadhaar or PAN card, which are often used to establish citizenship rights.

Another MEA official added that passports are issued after rigorous due diligence, relying on data from multiple government agencies. 'We make sure that the person who gets it is actually entitled,' the official said, emphasising the document's role in facilitating international travel and connecting India's workforce to global opportunities.

The remarks were made at an event marking the 14th Passport Seva Divas, where the MEA outlined plans to enhance mobility partnerships with Western nations and Japan. A Human Resource Mobility Forum is scheduled in New Delhi from June 30 to July 1, focusing on countries like Italy, Germany, Japan, Russia, and Denmark. The forum aims to promote ethical migration and counter illegal recruitment practices. 'We have to demolish the myths that one can go to Italy or Greece using unfair means and then send home lots of money,' an official said, warning against unscrupulous agents who send Indians to conflict zones.

Currently, Indian passport holders enjoy visa-free access to 27 countries, visa-on-arrival in 47, and e-visa facilities from 66 nations. About 10% of passport holders now use chip-based e-passports. The passport network has expanded to 545 Seva Kendras covering nearly every Lok Sabha constituency. One-stop centres for distressed women in the diaspora have been set up in Gulf countries and Singapore, with more planned.

External Affairs Minister S. Jaishankar reaffirmed the ministry's commitment to faster, more transparent passport services. The developments underline the passport's role in enabling global mobility and employment, while clarifying its legal scope as a travel document rather than a citizenship certificate.
