India widens crackdown: Telegram, Signal face notices over username safeguards

The Indian government has escalated its scrutiny of messaging platforms, issuing notices to Telegram and Signal over their username systems, a day after directing Meta to pause WhatsApp's proposed username feature. The Ministry of Electronics and Information Technology (MeitY) has asked both platforms to explain how they prevent fraud, impersonation, and other cybercrimes, according to officials familiar with the matter.

The notices demand detailed responses on safeguards against scams, phishing, digital arrest frauds, and identity impersonation. Telegram and Signal have been given three days to respond, similar to the timeline given to WhatsApp. In Telegram's case, the ministry has also asked why the platform should be allowed to continue offering the username feature.

The move follows a letter to Meta expressing concerns that WhatsApp's planned username feature could increase cybercrime by making it easier for malicious actors to contact users without sharing phone numbers. Meta has been asked to put the rollout on hold until consultations are completed.

Officials said the IT ministry is seeking information on how Telegram and Signal verify users, tackle impersonation, and prevent abuse through usernames. Telegram has been under increased scrutiny in recent weeks. Last month, India temporarily blocked its web services over leaked and fake NEET papers, and its message editing feature was banned until June 30.

The notices underscore the government's push to hold social media and messaging platforms accountable for user safety and compliance with Indian laws.
