Can existing electricity meters be made 'smart' with SIM cards? TN officials think so

The Tamil Nadu Power Distribution Corporation Limited (TNPDCL) is planning to invite tenders for installing smart meters in Chennai alone, a scaled-down version of an earlier proposal for a State-wide rollout. However, a section of electricity officials suggests that the existing digital meters used for domestic consumers are already capable of functioning as smart meters, with a simple addition of a connecting device such as a SIM card.

According to these officials, the current static meters can store digital records for up to a year. By integrating a SIM card, these meters could allow assessors to automatically download data on electricity consumption, eliminating the need for manual readings. This, they argue, would effectively make the existing meters 'smart' without requiring a full replacement.

The earlier government had planned to procure and install smart meters across the entire State, but the project was shelved due to the high costs involved. The new government, in its 2026-2027 Budget, announced that smart meters would be installed for 50 lakh consumers, including both domestic and commercial users, in Chennai alone. However, the sanctioned amount for this project has not been disclosed.

An official from TNPDCL clarified that while smart meters enable automatic disconnection and reconnection, static meters do not have this capability. Nevertheless, by adding a SIM card, the data download process can be automated, which is a significant step forward. Earlier, there was a proposal to download consumption data via Bluetooth, but it was dropped after a trade union moved court against the implementation.

Consumer activist T. Sadagopan highlighted an example from Bengaluru, where assessors of the Karnataka electricity board issue digital printouts to domestic consumers without human intervention. This is achieved by automatically downloading data from static meters using handheld equipment. He suggested that instead of spending heavily on purchasing and installing new smart meters in large numbers, TNPDCL could implement the project in a phased manner, utilising the existing infrastructure.

The debate over the necessity of new smart meters versus upgrading existing ones reflects broader considerations of cost, efficiency, and technological adaptability. As TNPDCL moves forward with its plans, consumers and experts will be watching to see how the project balances financial prudence with the goal of modernising electricity distribution.
