ECI Appoints Observers for Dharapuram Bypoll, Opens Direct Line for Public Complaints
The Election Commission of India (ECI) has appointed a General Observer and a Police Observer to oversee the byelection in the Dharapuram (Scheduled Castes) Assembly Constituency in Tamil Nadu. An Expenditure Observer for the constituency will be appointed shortly, district election authorities said.
District Election Officer and District Collector Manish Narnaware said members of the public, representatives of political parties and candidates may contact the observers to report complaints, alleged violations of the Model Code of Conduct, or any other election-related matter. Complaints may be made by telephone or in person, every day, during the hours notified for each observer.
General Observer Amgothu Sri Ranga Naik will be available at Room No. 1, Highways Department Guest House, Dharapuram, from 10 a.m. to 11 a.m. He can be reached on 7358602261.
Police Observer Suresh Kumar Chadive will receive complaints at Room No. 2 of the same guest house from 11 a.m. to 12 noon, and can be contacted on 7200675863.
Observers are senior officials drawn from outside the State and are deployed by the Commission to act on its behalf during an election. They are not part of the State election machinery and report directly to the ECI, a design meant to keep the poll process independent of local administrative and political influence.
The General Observer supervises the overall conduct of the election in the constituency. This includes checking that polling stations are properly equipped and accessible, that electoral rolls and identity procedures are followed, that law and order arrangements are adequate, and that complaints of Model Code violations are examined and disposed of promptly.
The Police Observer focuses on the deployment and conduct of police and security forces assigned to the constituency. This covers the movement of armed forces, preventive action, and ensuring that voters are able to reach polling stations without fear or obstruction. Once appointed, the Expenditure Observer will track campaign spending by candidates against the limits prescribed under law, scrutinising accounts, rallies, advertisements and other election-related expenditure.
The Model Code of Conduct, a set of agreed guidelines that applies to parties, candidates and governments once a poll schedule is announced, remains in force until the results are declared. It restricts the announcement of new schemes, the use of official machinery for campaign purposes, and appeals on the basis of caste or religion, among other things.
Besides approaching the observers, citizens can report poll-code violations through the Commission's cVIGIL mobile application, which allows a user to upload a geo-tagged photograph or video of an alleged violation. According to the Commission's norms, such complaints are generally taken up within 100 minutes of being flagged. Voters may also raise concerns with the local election office or the district control room.
Dharapuram is a constituency reserved for Scheduled Castes under the existing delimitation. The Commission's stated objective in deploying observers is to ensure that the byelection is conducted in a free, fair and transparent manner, and that every eligible voter is able to exercise the franchise without hindrance.
