Delhi to Repeal Bed-and-Breakfast Act, Introduce New Bills in Monsoon Session

The Delhi government is set to introduce a Bill in the upcoming Monsoon Session to repeal the 2007 law regulating bed-and-breakfast (B&B) establishments. The decision comes two months after a fire at a B&B facility in Malviya Nagar claimed 23 lives, including several foreign nationals.

Speaker Vijender Gupta announced on Wednesday that the Assembly's Business Advisory Committee has approved tabling the repeal Bill for the existing Act, formally known as 'The National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007'. The four-day session begins on Friday.

The committee has also scheduled two other Bills for introduction: the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026, and a Bill to amend the Delhi Urban Shelter Improvement Board Act, 2010. Additionally, two reports by the Comptroller and Auditor General (CAG) and a notification related to the Delhi Electricity Regulatory Commission will be tabled.

Tourism Minister Kapil Mishra said work is ongoing on the 'Delhi Bed & Breakfast Policy, 2026', whose draft was released for public feedback on May 26. The draft proposes a self-certification and self-renewal framework, with 'deemed approval' within seven working days, compared with 30 days under the 2007 Act. Mishra stated that the new policy would be cleared by the Cabinet within a month.

“In the interim — between the repeal of the existing Act and the enactment of the new policy — the Centre's rules on B&Bs will apply in Delhi,” Mishra said. He noted that the repeal process has been underway for nearly a year as several provisions of the 2007 Act have become outdated. “If necessary, we will promulgate the new policy as an ordinance,” he added.

The government is also preparing a draft Delhi Ease of Doing Business Bill, 2026, designed to make the city the easiest place in the country to establish and operate enterprises. The proposed legislation includes self-certification for low-risk industries and a three-year moratorium on routine inspections. The draft was discussed at a Cabinet meeting on Tuesday but was not approved, as modifications are still being made.

Chief Minister Rekha Gupta said the government's objective is to create an administrative system where entrepreneurs and investors can focus on expanding their businesses rather than visiting government offices. She emphasised that approvals should be easier, procedures clearer, decisions made within fixed timelines, and unnecessary compliance burdens eliminated.
