Delhi Sets 2028 Deadline for Electric Two-Wheelers in ₹7,000 Crore EV Push
The Delhi government has approved a new electric vehicle (EV) policy with a budget of ₹7,000 crore, mandating that only electric two-wheelers can be registered in the city from April 1, 2028. The policy, announced by Chief Minister Rekha Gupta on June 29, 2026, aims to combat air pollution and includes a total investment of ₹15,000 crore for charging infrastructure, purchase incentives, and scrapping subsidies.
Under the policy, from January 1, 2027, only electric three-wheelers and N1 trucks will be registered. School buses must convert at least 10% of their fleet to electric within two years. The policy is effective from July 1, 2026, to March 31, 2030.
Transport Secretary Niharika Rai stated that 33% of air pollution is caused by commercial goods carriers and 46% by two- and three-wheelers, emphasizing the focus on these vehicles. The government will provide purchase incentives decreasing over three years: up to ₹30,000 for two-wheelers in the first year, ₹20,000 in the second, and ₹10,000 in the third. Three-wheelers get ₹50,000, ₹40,000, and ₹30,000 respectively. N1 trucks receive up to ₹1 lakh in the first year.
Scrapping incentives for vehicles below BS-IV standards include ₹10,000 for two-wheelers, ₹25,000 for three-wheelers, ₹1 lakh for four-wheelers, and ₹50,000 for N1 trucks. Gramin Seva units completing their lifecycle will get ₹15,000. Electric N2 trucks (3.5-12 tonnes) are exempt from 'No Entry' timings for 10 years, limited to the first 1,000 purchased within three months.
Citizens will be exempt from road tax and registration fees for EVs, but only for cars priced up to ₹30 lakh (ex-showroom). The government expects to forgo ₹3,000 crore in revenue from these benefits. No subsidies will be provided for hybrid vehicles.
The transport department will implement the policy, with Delhi Transco Ltd. developing charging infrastructure. A dedicated EV portal will track registered vehicles, and consumers must apply for subsidies within 30 days of registration, with payments via DBT within 60 days. The government plans to install 32,000 charging points over four years, funded by PM e-Drive schemes and the Delhi budget.
