Centre clears ₹4,000-crore World Bank-aided urban transformation project for Telangana
The Union Finance Ministry’s Screening Committee has approved the Telangana Urban Transformation and Jobs Programme, a ₹4,000-crore initiative backed by the World Bank. The clearance, granted at the 166th meeting of the committee on Friday, allows the project to move forward under the Centre’s appraisal process for externally aided projects.
The programme, conceived by the Telangana Municipal Administration and Urban Development (MA&UD) Department, aims to transform selected urban clusters into liveable, climate-resilient and economically vibrant regions. Its focus areas include strengthening urban infrastructure, improving municipal services, and promoting job creation.
According to an official release from MA&UD Secretary T.K. Sreedevi, the approval is a key step towards securing central appraisal and eventual disbursal of funds. The project is expected to benefit Tier-II and Tier-III cities across the state.
Key components of the programme include investments in water supply, sewerage, stormwater drainage, urban mobility, blue-green infrastructure, climate resilience and public spaces. These efforts are designed to improve liveability and the quality of essential municipal services.
The initiative also seeks to enhance the financial sustainability of urban local bodies by facilitating market-based financing and the development of bankable infrastructure projects. It will support institutional reforms, digital governance, and access to central initiatives such as the Urban Challenge Fund (UCF) and the City Economic Region (CER) framework.
Under the CER approach, the project aims to promote regional economic growth through integrated planning and improved connectivity. It is expected to attract private investment, enhance urban competitiveness, and generate employment opportunities in the target regions.
The World Bank’s involvement brings international technical expertise and financial backing, aligning with similar urban renewal efforts across India. The project is part of a broader push by the Government of India to modernise urban infrastructure through externally aided programmes.
Officials said the approval marks an important milestone, but detailed appraisal and implementation will follow. The state government is expected to work closely with the World Bank and central agencies to ensure timely execution and measurable outcomes.
