Cabinet Secretary Somanathan, Home Secretary Mohan Get One-Year Extensions

The Union government on Wednesday granted one-year extensions to Cabinet Secretary T.V. Somanathan and Union Home Secretary Govind Mohan, ahead of the completion of their original two-year tenures later this month. The Appointments Committee of the Cabinet (ACC), chaired by the Prime Minister, approved the extension of tenures for both officers.

According to the official order, Mr. Mohan's tenure has been extended till August 23, 2027, while Mr. Somanathan will continue as Cabinet Secretary till August 30, 2027, or until further orders, whichever is earlier in both cases. The decision reflects the government's intent to ensure continuity at the highest levels of the civil services during an important phase of policy implementation.

Mr. Mohan, a 1989-batch Indian Administrative Service (IAS) officer of the Sikkim cadre, took charge as Home Secretary on August 23, 2024. He succeeded Ajay Kumar Bhalla, who has since been appointed as the Governor of Manipur. As Home Secretary, Mr. Mohan oversees critical functions such as internal security, border management, and the administration of central armed police forces. He also handles matters related to citizenship, law and order, and disaster management.

Mr. Somanathan, a 1987-batch IAS officer of the Tamil Nadu cadre, has been serving as Cabinet Secretary since August 30, 2024. He succeeded Rajiv Gauba, who held the post for five years, making him the longest-serving Cabinet Secretary in independent India. As Cabinet Secretary, Mr. Somanathan is the senior-most civil servant and the head of the civil services. He coordinates the functioning of all ministries and acts as the primary advisor to the Prime Minister and the Cabinet on administrative matters.

The roles of both officers are vital to the smooth functioning of the central government. The Cabinet Secretary plays a key role in formulating and implementing policy decisions, while the Home Secretary is central to internal security and the maintenance of public order. Extending their tenures ensures that key administrative processes continue without disruption.

Before taking over as Cabinet Secretary, Mr. Somanathan served as Finance Secretary in the Ministry of Finance, where he was responsible for managing public expenditure and financial policy. He has been associated with several fiscal reforms and is considered an expert in public finance management. Mr. Mohan, prior to his appointment as Home Secretary, held a range of positions across his cadre and at the Centre, including assignments related to border management and internal security.

The practice of extending the tenures of senior bureaucrats is not new. In recent years, the government has extended the terms of several top officials to maintain stability and to benefit from their experience in specific policy areas. The decision to extend the tenures of the Cabinet Secretary and the Home Secretary is consistent with this approach.

The official notification in this regard was issued by the Department of Personnel and Training (DoPT) on Wednesday. With this extension, both officers will continue in their current roles until August 2027, unless the government decides to give them a further extension, or until further orders, whichever is earlier. The move is expected to provide administrative stability and ensure the smooth execution of ongoing government programmes.
