Bengaluru Development Portfolio Sparks Tussle in Karnataka Cabinet Formation

The allocation of the Bengaluru Development portfolio has emerged as a focal point of contention during the formation of the new Karnataka cabinet under Chief Minister D.K. Shivakumar. The portfolio, considered prestigious due to Bengaluru's economic significance and the mega infrastructure projects underway, has seen wrangling among senior Congress leaders.

Initially, Deputy Chief Minister D.K. Shivakumar, who previously held the portfolio, was keen on retaining it. Senior Bengaluru Congress leader Ramalinga Reddy also sought the ministry and briefly resigned when he did not get it, before accepting the Water Resources portfolio. Eventually, the party high command nudged the portfolio towards Krishna Byre Gowda, a minister known for his technocratic approach.

Mr. Byre Gowda, however, delayed taking charge for two weeks, seeking clarity on responsibilities, particularly regarding the Bangalore Development Authority (BDA) and Bangalore Metropolitan Region Development Authority (BMRDA). These two key planning bodies drive major projects like the Peripheral Ring Road and Bidadi township. The Chief Minister retained control of BDA and BMRDA, which Mr. Byre Gowda argued would fragment accountability for city governance. He eventually assumed office on June 16.

Historically, the concept of a dedicated Bengaluru Development Minister emerged in the late 1990s, following the IT boom and growing concerns over traffic and infrastructure gaps. Ananth Nag and V. Somanna held the post between 1996-99. The practice was discontinued later, and even under S.M. Krishna's government, no exclusive minister was appointed. Revived in 2015 under Siddaramaiah with K.J. George, the portfolio has seen various holders, including G. Parameshwara and D.K. Shivakumar as Deputy Chief Ministers. Under B.S. Yediyurappa (2019-21), there was no separate minister, while Basavaraj Bommai (2021-23) held the charge himself.

Despite having a dedicated minister, the Bengaluru Development portfolio legally remains under the Urban Development Department (UDD). The governance of Bengaluru has been a subject of debate, with the previous Congress government (2015-18) attempting to restructure the city's administration into multiple smaller corporations, a move that contrasted with the 2007 expansion of the civic body.

The current arrangement, with Chief Minister Shivakumar controlling key planning authorities and Mr. Byre Gowda handling other aspects, raises questions about coordination in tackling Bengaluru's challenges. The city's growth demands cohesive governance, and the division of responsibilities may impact the implementation of vital infrastructure projects.
