After 16-year pay freeze, Delhi government doubles disaster staff salaries
The Delhi government has announced a 100% increase in the remuneration of personnel working with the Delhi Disaster Management Authority (DDMA), with immediate effect. The decision, communicated through the Chief Minister’s Office on Sunday, ends a 16-year period during which these officials received no pay revision.
The hike applies to project officers, district project officers, and project coordinators — roles that Chief Minister Rekha Gupta said have served as the backbone of the city’s disaster management system. "This move was long overdue and is aimed at delivering justice to officials who have consistently worked under challenging conditions," she said.
These positions were originally created in 2009 with technical and financial support from the United Nations Development Programme (UNDP). At that time, the monthly remuneration was fixed at ₹25,000 for project officers and district project officers, and ₹20,000 for project coordinators. These figures remained unchanged for the next 16 years, even as inflation eroded their real value.
With the latest decision, the salaries will now be doubled — meaning project officers and district project officers will receive ₹50,000 per month, while project coordinators will get ₹40,000. The revised pay will be effective from the date of the announcement.
One of the key issues highlighted by the Chief Minister was that these posts were not linked to any regular government pay structure or equivalent category. As a result, the personnel did not receive periodic pay revisions or dearness allowance, unlike other government employees. This meant their salaries remained fixed for 16 years, even as the cost of living rose.
Ms. Gupta said the government’s objective is not merely to increase remuneration but to build a stronger, more modern disaster management system prepared for future challenges. "Recognising the personnel’s experience, expertise and dedication is the government’s responsibility," she said in a statement.
The DDMA plays a crucial role in preparing disaster management plans, coordinating emergency responses, and conducting training and awareness programmes across Delhi. Its staff are responsible for early warning dissemination, evacuation operations, relief distribution, and post-disaster rehabilitation. Delhi has faced significant challenges in recent years, including flooding, extreme heat, and the COVID-19 pandemic, which have increased the demand for an efficient disaster management system. The role of these personnel has expanded considerably in this context.
The decision has been welcomed by the personnel, who had been waiting for a revision for long. While the financial impact of the hike has not been officially quantified, the move is expected to improve the working conditions of those engaged in critical response tasks. It also brings them closer to employees in other government departments who receive regular pay revisions.
The Delhi government’s initiative also underscores its commitment to strengthening disaster management amid increasing climate-related risks and urban emergencies. By doubling the remuneration, the government aims to retain experienced professionals and attract new talent to these critical roles. The hike is expected to motivate staff. The revised pay is applicable to all currently serving personnel in the eligible categories.
