Women's outfits protest in Delhi, seek immediate implementation of 33% quota

New Delhi, August 7, 2026: A coalition of women's organisations, under the banner of the 'National Coalition for Women's Reservation', held a demonstration in the national capital on Friday, demanding the unconditional implementation of the Women's Reservation Bill during the current Monsoon session of Parliament.

Women from various parts of Delhi and neighbouring states gathered in large numbers for the protest. They urged that the reservation be implemented without any conditions attached, asserting that the constitutional guarantee of 33% reservation for women in Lok Sabha and state legislative assemblies should take effect immediately.

The Women's Reservation Bill, formally known as the Constitution (106th Amendment) Act, 2023, or 'Nari Shakti Vandan Adhiniyam', was passed by Parliament in September 2023. However, the law provides that the reservation will come into force only after the first census conducted after the commencement of the Act and the subsequent delimitation exercise. This means the actual implementation will happen only in the election held after that process is completed.

At present, the central government is in discussions with various opposition parties to build a consensus on the Delimitation Bill, which is a prerequisite for implementing the quota. The protesters argued that linking the reservation to delimitation is unnecessary and amounts to delaying a constitutional promise.

Addressing the gathering, Shweta Raj, national secretary of the All India Progressive Women's Association (AIPWA), pointed out a contradiction. She noted that while a large number of women have had their names removed from electoral rolls in recent revisions, the government is also stalling the path for granting 33% reservation to women. She said, as per a statement issued by the organisers, that the government's approach to link the Women's Reservation Bill with delimitation could foster communal polarisation, citing recent election processes in Assam and Jammu & Kashmir as examples.

The protesters called upon people across the country to unite and press for the unconditional implementation of the Women's Reservation Bill, and for it to be enacted during the current Monsoon session of Parliament itself.

The demonstration was peaceful, with participants holding placards and raising slogans in support of the demand. Organisations from different states participated, reflecting a broad-based call for political representation for women.

The Women's Reservation Act is seen as a landmark step towards gender equality in political institutions. However, its implementation has been a matter of political debate, with several groups insisting that reservation should not be tied to procedural delays. As Parliament deliberates on the delimitation exercise, the demand for immediate implementation continues to gain traction among civil society and women's rights groups.
