US Releases Text of Memorandum of Understanding with Iran on Ceasefire and Sanctions Relief
The United States has released the text of a memorandum of understanding (MOU) with the Islamic Republic of Iran, outlining a framework for de-escalation and future negotiations. The document, which was made public by an official, details a series of commitments agreed upon in good faith by both parties.
The MOU begins with a declaration of an immediate and permanent termination of military operations on all fronts, including in Lebanon. Both nations undertake not to initiate any war or military operation against each other and to refrain from the threat or use of force, while ensuring the territorial integrity and sovereignty of Lebanon. A final deal is expected to confirm these provisions permanently.
Under the terms, the United States and Iran agree to respect each other's sovereignty and territorial integrity, and to refrain from interfering in internal affairs. They commit to negotiating a final deal within 60 days, with the possibility of extension by mutual consent.
Immediately upon signing, the US will begin removing its naval blockade and any impediments against Iran, with full removal within 30 days. Vessel traffic will be restored proportionally to pre-war levels. The US further undertakes to withdraw its forces from Iran’s vicinity within 30 days after the final deal.
Iran, in turn, will facilitate the safe passage of commercial vessels free of charge for 60 days in the Persian Gulf and Sea of Oman. Traffic will resume immediately, with full reinstatement within 30 days after addressing technical and military obstacles. Iran will engage with Oman and other littoral states to define future maritime administration in the Strait of Hormuz, consistent with international law.
The US commits to working with regional partners on a reconstruction and economic development plan for Iran, worth at least $300 billion. The implementation mechanism will be finalized in the final deal within 60 days, with necessary US financial permissions granted.
Washington also agrees to terminate all sanctions against Iran—including UN Security Council resolutions and unilateral sanctions—on an agreed schedule in the final deal. Both sides acknowledge the critical importance of this issue and aim to reach mutual agreement in negotiations.
Iran reaffirms it will not procure or develop nuclear weapons, and both countries agree to resolve the disposition of stockpiled enriched material through a mutually agreed mechanism.
