US Proposes Fixed-Term Visas for Foreign Students and Journalists
The United States Department of Homeland Security (DHS) has moved to amend visa regulations for foreign students and journalists, replacing the current open-ended stays with fixed time periods. The proposal was published in the Federal Register on Thursday, July 16, 2026.
The new final rule would create a fixed duration for F visas (international students), J visas (cultural exchange visitors), and I visas (media members). Currently, these visas are valid for the duration of the academic program or employment in the United States.
Under the proposed changes, visa holders would have a set period of stay, after which they would need to apply for extensions or depart. The rule is subject to a congressional review period before an effective date can be determined, DHS stated.
The move is part of a broader review of immigration policies. No immediate impact on current visa holders is expected until the rule is finalised.
