Telangana Govt harnesses advanced technology for new employees health scheme rollout
The Telangana Government has initiated several measures to integrate advanced technology into the implementation of the New Employees Health Scheme (NEHS), which was operationalised a few days ago. The move is aimed at ensuring a seamless and transparent healthcare delivery system for state employees and pensioners.
According to official guidelines, the services of the existing service provider of the Rajiv Arogyasri Health Care Trust will continue, while the government has decided to suitably customise and utilise new software, website, and mobile applications for the scheme. The Employees Healthcare Trust Chief Executive Officer has been directed to develop additional modules as required, subject to approved procurement and financial procedures. These modules will encompass beneficiary enrolment, health cards, wellness hospital centres, empanelment, claims, payments, audit, and grievance redressal.
Once developed, the applications will be integrated with the Integrated Financial Management Information System (IFMIS), treasuries, pension payment offices, and other government databases wherever required. The healthcare trust has been instructed to establish and maintain an online beneficiary management module and enrol and validate the particulars of beneficiaries and dependents through IFMIS integrated with the trust.
The Finance department will provide digitally authenticated employee data to the trust for newly included institutions or categories of employees whose particulars are not available in the existing database. This is expected to expedite the enrolment process and minimise administrative hurdles.
Employees, on their part, are required to verify, update, or submit their particulars in the IFMIS through their drawing and disbursing officers, pension payment office, or sub-treasury officer, as applicable. The government has initiated steps to make new health cards available through the NEHS mobile application and web portal upon completion of validation and certification of the beneficiary database.
Officials concerned have been instructed to ensure verification and updating of data through IFMIS on a priority basis to facilitate the timely issuance of new health cards. Empanelled hospitals and wellness centres will accept the digital health card, QR code, or other secure credentials notified by the healthcare trust.
Importantly, treatment will continue to be provided on the basis of employee/pensioner identity number until the new health cards are issued. The government has made it clear that no eligible beneficiary shall be denied admission or treatment solely on the ground that a new EHS health card has not yet been issued. This directive ensures continuity of healthcare services without interruption during the transition period.
The adoption of technology is expected to bring efficiency, reduce paperwork, and enhance accountability in the delivery of health benefits to government employees and their dependents. By integrating with existing financial systems, the government aims to create a unified platform for beneficiary management, claims processing, and grievance redressal.
The NEHS is a significant initiative by the Telangana Government to extend accessible and cashless healthcare to its workforce. With the integration of modern digital tools, the scheme is poised to offer a more streamlined experience for employees, pensioners, and healthcare providers alike.
