Telangana Electoral Roll Revision: 93 Lakh Voters to Get Notices Over Name Discrepancies

The Special Intensive Revision (SIR) of Electoral Rolls is currently underway in Telangana, and as part of this exercise, election authorities are scrutinising voter details for accuracy. Nearly 93 lakh electors are expected to receive notices pointing out discrepancies in their names, family details, or age. The notices will ask them to provide clarifications and supporting documents to ensure their names remain on the final electoral list.

Chief Electoral Officer C. Sudharshan Reddy, while addressing the media, confirmed that a difference between a full name with a surname and a name with only an initial would be considered an anomaly. He cited his own name as an example, noting that the way it is recorded in official records could trigger a notice under the new scrutiny rules.

The CEO’s office has, however, not listed name mismatches as part of the 11 official anomalies or logical discrepancies. These are:

1. Less than nine months gap between progeny and parent.
2. Less than 15 years gap between parent and progeny.
3. More than 50 years age gap between progeny and parent.
4. Less than 40 years age gap between elector and grandparent.
5. Different parent name between the current electronic roll and the last SIR.
6. Mapping with a different relative type between the two rolls.
7. Mapping with father in the current roll and husband in the last SIR.
8. Father's name different between the two rolls.
9. Incorrect age difference between the current and last SIR.

Additionally, having zero documents or only an Aadhaar card are listed as anomalies, but since no documents were collected during the Enumeration Phase, these will be identified only during verification.

This means that a voter whose name appears as "R. Sharma" in one record and "Rajesh Sharma" in another could receive a notice, even though the official list does not explicitly flag such a mismatch. The CEO’s statement, however, indicates that such cases will be treated on par with the listed discrepancies.

The SIR is a periodic exercise conducted to update and correct the electoral rolls. It involves field verification and data cross-checking to remove duplicate or ineligible entries and to incorporate new voters. In Telangana, the process has been ongoing for several weeks, and officials have urged voters to cooperate with verification teams.

Voters who receive notices are required to respond with the necessary corrections or clarifications. Failure to respond could result in their names being deleted from the electoral roll. The final roll will be published after completion of the revision, and eligible voters will be able to use it in the upcoming elections.

Electoral officials have also set up helplines and facilitation centres to assist voters in resolving their discrepancies. They have appealed to citizens to check their names on the existing electoral roll and to file claims and objections if needed.

For many voters, name mismatches are common across documents such as Aadhaar, PAN, and bank records. The Election Commission has previously advised voters to ensure uniformity in their names across all official documents. The current scrutiny rules in Telangana have brought this issue to the forefront, with lakhs of voters now required to validate their identities.

Officials maintain that the purpose of the notices is to clean up the electoral database, not to disenfranchise genuine voters. They have assured that every case will be examined fairly and that voters will get ample opportunity to present their documents.
